Job overview
The role will be an integral part of the wider Finance Team, providing support
and insightful information to support the delivery of the wider financial position
of the organisation. This will include the Value agenda both within the
Directorate and across the wider Health Board.
The Costing and Value Accountant will support both undertaking and continually
developing the annual costing process, and playing a key role in supporting the
Value agenda linked to Recovery & Renewal across all areas of healthcare
delivery and business intelligence provision in PTHB.
Main duties of the job
As a key member of the Health Board Finance Team this post will support the delivery of a sustainable financial approach to Healthcare in Powys, which will include a focus on Value Based Healthcare. The post holder will be required to engage and support across the Team on issues relating to the Efficiency Programme. Support the production of annual costing returns and benchmarking information. Develop internal reports for stakeholders using costed information and work continually to improve organisational costing.
Support the development of business cases focusing on value outcomes.
Represent PTHB on national groups in relation to costing and value.

Qualifications and/or Knowledge
Essential criteria
- CCAB qualified or equivalent knowledge and experience
- Educated to degree level in relevant subject (e.g. Accountancy or Financial discipline) or equivalent level of experience of working at a similar level
- Previous experience of the NHS Finance regime, with understanding of NHS infrastructure and financial management agenda
- Strong numerical and analytical skills

- Experience of Costing and Value analysis
- Ability to speak Welsh

- Experience of financial management / financial accounting in a complex organisation
- Experience of working in a multi-disciplinary environment
- Demonstrated ability to critically review, appraise, and amend business processes
- Clear understanding of UK Generally Accepted Accounting Principles and their application
- Previous experience of staff management
- Experience of communicating effectively and confidently both verbally and in writing, across multiple stakeholders
- Extensive experience of using financial accounting & spreadsheet packages
