Job overview

An exciting opportunity has arisen for the post of Head of Commissioning. We are seeking to recruit a Head of Commissioning who can demonstrate strong strategic leadership, has a proven track record of excellence and has a passion for taking forward change.

This post will play a key role in leading the commissioning across a portfolio of commissioned service providers within the Welsh and English health care system.

The role will provide leadership, strategic and professional management of the commissioning agenda across Powys Teaching Health Board, providing expertise to support Directorates and Corporate Departments, and to ensure that Powys Teaching Health Board has effective processes in place for the robust commissioning of services for the Powys resident population.

Powys Teaching Health Board covers the largest geographical area in NHS organisations in Wales, with a unique range challenges and opportunities. We employ approximately 2,500 staff and spend around £375 million every year on providing and commissioning health and wellbeing services to the population of Powys.  This is a key role within the senior commissioning team, working with senior management and clinicians within the Health Board as well as with partner organisations.

Have you a proven track record of successfully delivering your professional and leadership portfolio, preferably in a rural and integrated health and social care environment?

Are you looking for a role where your natural leadership, drive and determination will shape the successful development, design and delivery of the commissioning portfolio for Powys Health Board working across NHS Wales and NHS England provider services?

If so, then we can offer you a role as Head of Commissioning in one of the most beautiful parts of the UK stretching from the Brecon Beacons to the foothills of Snowdonia, from the Marches to the Cambrian Mountains.

Qualifications

Essential criteria
  • Educated to master's level or equivalent
  • Detailed knowledge of NHS Wales and NHS England commissioning and contracting processes
  • Detailed knowledge of funding mechanisms and financial flows in the NHS
  • Extensive expertise, knowledge and understanding of business planning, budget setting, people management and quality improvement
Desirable criteria
  • Knowledge of project and programme management techniques
  • Diploma in Healthcare Planning

Experience

Essential criteria
  • Working at senior managerial level within health or social care
  • Contracting and business case development
  • Leading a team
  • Creating and sustaining positive relationships with staff and stakeholders
  • Implementing change and managing complex projects
  • Understanding of the political agenda around Health and Social Care
  • Able to provide and receive highly complex and sensitive information
  • Ability to work on own initiative
  • Understanding of the importance of maintaining confidentiality
