Job overview

Therapy & Rehab Services, in the Clinical Support Division, is looking for an enthusiastic and driven individual to work in the recently developed Senior Service Manager role.

This person will work as part of the Therapy Services Management team to focus on Physiotherapy & Occupational Therapy, with key pieces of work, projects and day-to-day operational management to be agreed.

Key focus for the role will be service improvement (both inpatient & outpatient) and performance management, including analysing slot and session utilisation to support recovery, reviewing waiting list management including compliance with 18 week RTT (where in scope), compliance with NUH Access policy, capacity and demand and reviewing all processes to improve the patient experience.

Outpatient & Inpatient services are provided to adults and children across a wide range of elective and emergency pathways at locations across QMC, Treatment Centre and City campus as well as community outreach. Cross-site work is required in this role.

Our Directorate clinical staff include Physiotherapists, Occupational therapists, Dietitians, Speech and Language Therapists and Orthotists, who work in specialised teams of varying sizes and use a variety of clinical systems including Medway, Clinical Manager and BEST.

You will join our team of 6 Therapy Services Managers, 3 Clinical Leads, Business Manager and work closely with A & C colleagues to review current processes and drive through ambitious improvements across a diverse range of outpatient & inpatient services.

This post is a dynamic post that will need to react to changing pathway needs alongside longer-term pieces of work.  This individual will have line management responsibility for the Directorate Analysis Team.

This post would suit an experienced service manager looking to develop into a more senior post or an existing Senior Service Manager/Associate GM wanting to gain experience of working across multiple specialties with exposure to different pathways. Experience of hospital systems, project and operational management would also be useful.

Detailed job description and main responsibilities

Working autonomously as the performance lead for Out patient therapy services (Physiotherapy & Occupational Therapy) but under the direction of the Business Managers, the post holder will:

Leadership

Develop and promote integration between the representative organisations and specialties involved with the Therapy  & Rehabilitation Services  department, working with a wide range of clinical and managerial healthcare professionals in order to achieve this.

Work closely with partners in other organisations, including senior managers and clinicians, to ensure a collaborative approach to the strategic planning, development and commissioning of Therapy & Rehabilitation Services

Provide Line Management Support to the Directorate Business Analyst

Represent Therapy & Rehabilitation Services at meetings both internally and externally to the Trust where appropriate.

Provide clear and concise feedback to the Therapy Business Manager around Therapy & Rehabilitation Services performance in preparation for their attendance at Divisional or Trust wide meetings.

Apply new and innovative approaches to systems and processes to maximise the organisational efficiency of the services.

Continually challenge status quo to remove unnecessary delays to patient care, diagnosis or treatment.

Create networks with other NHS and private providers to learn from their work around Therapy service provision to develop and share best practice and audit outcomes.

Be a point of contact for local health services and communicate at all levels with representatives from Therapy & Rehabilitation Services

Financial and Resources Management

Both individually and as part of the wider Division, contribute to the development and implementation of the departmental and divisional finance strategy through maximising improvements and efficiencies within Therapy Services

Identify any cost savings or increased costs relating to Directorate improvement to facilitate overall budget performance management.

To audit and understand service delivery as a background to managing financial flows and financial performance.

Where the information is available, provide expert advice to the appropriate clinical and operational teams with respect to the impact of Payment by Results & Block Contracts on the financial stability of the services e.g. identifying implications on future income streams and taking appropriate action to mitigate any adverse impact and/or secure benefit from any opportunity.

Together with Therapy Business Manager develop systems for negotiating resources and activity for SLAs and internal recharging within an internal market framework.

In partnership with the Therapy Business Manager, where the information is available, analyse and monitor the financial performance of all Therapy Services (Physiotherapy & Occupational Therapy), recommending corrective action where necessary and ensuring that staff at all levels understand the budgetary constraints and their role in contributing to improved financial performance.

To assist in the production of detailed and costed business cases for Therapy Services (Physiotherapy & Occupational Therapy) specific service developments.

To determine financial impact and/or manage expectations as necessary.

Assist the department in the development and implementation of cost improvement schemes through service redesign, cash releasing schemes and income generation and ensure that service delivery is managed within financial and budgetary constraints

To implement and ensure adherence to Standing Financial Instructions and Standing Orders, Written Financial Procedures and standards of business conduct within Out Patient Therapy Services

Performance Management

Monitor the performance metrics/reports associated with Therapy Services (Physiotherapy & Occupational Therapy), developing close working relationships with the teams working within the service

Support the Therapy Business Manager in driving through delivery of ambitious targets to continually improve performance by developing, maintaining and implementing appropriate improvement plans.

Support the Therapy Business Manager to ensure both the Division and Trust appropriate improvement objectives are delivered.

In conjunction with the relevant therapy service manager, contribute to the development and implementation of effective performance reporting arrangements to accurately record and monitor performance against local and national targets and to proactively manage any variances.

Work With the Therapy Service Managers and relevant leads to regularly review the effectiveness of  Therapy services (Physiotherapy & Occupational Therapy) to identify and rectify any blockages to performance.

Support clinicians and other internal improvement projects to deliver service re-design projects that deliver improved clinical outcomes for patients, reduced waiting times and more efficient use of resources.

Work with the Therapy Service Managers to report on drivers for performance and develop immediate plans to rectify poor performance where possible.

Develop and provide regular performance reports to the Therapy Service Managers, improving the visibility of performance forecasts which will have been agreed with the appropriate people, with assurance that appropriate follow up actions will be completed.

Monitor standards for analytical functions, including data quality, slot utilisation, recovery & productivity, turnaround times and communication with internal and external stakeholders, and use resources flexibly to address any variances.

Service Delivery

Assist in the provision of information to support the efficient running of Therapy Services (Physiotherapy & Occupational Therapy).

Assist in the interpretation of relevant complex data to produce detailed, concise reports to assist the management team with decision making for service and operational improvements.

Provide information to support the Therapy Service Managers in the development and preparation of complex business cases, cases of need and annual plans.

Work closely with the specialties within the Trust and at partnership trusts, to ensure delivery

plans are compatible and to maximise opportunities for more efficient ways of working.

As a member of the Therapy Services Management Team (Physiotherapy & Occupational Therapy), support and drive through the delivery of operational performance targets.

Manage the development of robust information systems that will support the current and future needs of the services.

Ensure that audit reports are set up and run regularly.

Monitor and report on relevant activity levels of Therapy Services and produce target reports for the service, using analytical skills to extract relevant information from database.

Accurately generate and present statistical reports and information at appropriate meetings.

Develop evidence based protocols, guidelines and operational policies as appropriate. Ensure these are effectively communicated and integrated into the Therapy services (Physiotherapy & Occupational Therapy).

Lead on the development and enhancement of ‘across Trust’ working processes, protocols and policies to ensure that Therapy Service (Physiotherapy & Occupational Therapy) meets operational requirements and delivers a cost effective, safe and efficient service.

Governance and Risk

Assist the Therapy Services Managers in assessing risks, suggesting ways by which this can be reduced.

Within the department, promote a culture where governance and risk management are seen to be everyone’s responsibility.

In partnership with the specialty management team, complete, monitor and maintain risk assessments as appropriate for all significant risks related to Therapy Services (Physiotherapy & Occupational Therapy)

Communication

Establish excellent two-way communication with other managers across the Directorate and Division, Nottingham University Hospitals and wider healthcare community to ensure that services are integrated as appropriate.

Create strong working relationships with partner trust management teams to ensure smooth two way communication and avoid duplication of resources.

Regularly meet with clinical and non-clinical staff to ensure they remain engaged in the Trust’s vision for improving performance.

Ensure that good practice is rapidly shared within Therapy Services and wider organisation where appropriate.

Ensure that all financial information is communicated clearly and concisely, using IT programmes to simplify communication of complex issues, e.g. financial and activity trends.

Human Resources and Development

Manage the operation of the Trust’s HR Policies such as Equality & Diversity, Discipline, Recruitment, Workforce Change for all direct reports within the service

Regularly review the analytical workforce supporting Therapy & Rehab Services to ensure it has the right numbers and the right level of knowledge, skill and expertise to deliver services in the most efficient and effective way.

Ensure that the Directorate Business Analyst is regularly appraised and has a personal development plan which supports the Trust’s excellence agenda.

Promote a culture where staff members feel empowered and accountable for service improvement at a local level.

Education and Teaching

Ensure up to date knowledge and awareness of the national best practice Directorate. Act as an expert in the field, educating team members as appropriate.

Ensure all direct reports receive appropriate training and on-going development to enable them to competently and safely fulfil their roles.

Ensure all direct line reports meet their statutory and mandatory training requirements.

Support Therapy Services in providing opportunities for talent to be developed to ensure continuous service improvement.

Promote a culture of lifelong learning.
