Job overview

The post holder will develop effective strategy and operational policies for promoting innovation across the Region.  Working with Public Health England, Local Authorities, ICB footprints, the post holder will oversee the commissioning and delivery of pharmacy, optometry, and dental services.

The post holder will develop effective strategy and operational policies for promoting innovation across ICB and regional footprints. Working closely with colleagues across the footprint:

        Drive reform and support organisational change and uptake of initiatives that support excellence.

        Develop and communicate the vision for the role of innovation, and the development of strategy and operational policies to support this vision.

        Engage with key strategic regional and national policy makers to inform development of strategy and policies.

        Identify examples of national and international best practice and to ensure that ICB benefits from relevant innovations in healthcare.

        Support development by developing the innovation infrastructure and capacity in organisations.

        Develop and champion new initiatives or projects as necessary.

        Working with providers and clinical experts to design new training products.

        Provide expertise of best practice methodologies regulatory requirements, policy imperatives, innovation and technological developments and stakeholders knowledge.

Main duties of the job

  • Accountable for developing and delivering strategy, promoting innovation and supporting operational excellence in the Sector. Working with a range of data, facts and situations often requiring detailed analysis and interpretation making decisions on the most appropriate approach. 
  • To monitor, interpret and quality assure progress against deliverables. Quality assurance and progress of deliverables to the ICB that often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process.
  • To develop business plans and provide expert strategic and policy advice and guidance on all areas of the National Director’s portfolio.
  • to implement closer integrated working with STP’s, Integrated Commissioning Systems & Primary Care Networks in order to deliver the requirements within the NHS Long Term Plan.

Detailed job description and main responsibilities

Improving quality and outcomes

·       To ensure that the commissioning framework’s development and delivery is in accordance with the NHS Mandate and Regulations of the Health and Social Care Act 2012 across England and sets out a national vision for agreed NHS health services that responds to the health needs of the population.

·       To support the implementation of the national commissioning framework and structure to secure high quality services.

·       To ensure that the commissioning framework’s development and delivery is in accordance with the NHS Mandate and regulations of the Health and Social Care Act 2012 across England, that responds to the health needs of the population.

·       To work with national partners, Regional and ICB Teams to deliver improvements in outcomes within the domains of the NHS Outcomes Framework.

·       To monitor, interpret and quality assure progress against deliverables. Providing quality assurance and progress of deliverables to the ICB that often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process.

 

Enabling clinical leadership

 

·       To ensure that clinical leadership is central to the delivery of all ICB activities.

·       To lead the development of contracting for health services to develop innovative models of delivery.

·       To work closely with the medical directorate in the national, regional and local teams to ensure the implementation of an effective strategy and operational policies for promoting innovation in services commissioning.

Enabling patient and public involvement

·       To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of the ICB.

·       To ensure all public and patient contact with the office is of the highest professional standard.

·       To embed patient and public involvement within the ICB at all levels of decision making.

·       To maintain the statutory requirement to involve patients in major service changes.

 

Promoting equality and reducing inequalities

·       To uphold organisational policies and principles on the promotion of equality, diversity and inclusion.

Partnership and cross boundary working

 

·       To ensure planning requirements are developed with key stakeholders, ensuring that service improvement drives objectives, rather than organisational positions.

 

·       To support, in partnership with PHE, Local Authorities, Regional and ICB Teams and Primary Care Networks (PCNs), the national commissioning framework.

·       To work with the ICB’s Policy Directorate and the DH to ensure robust handling of all parliamentary business/questions relating to health services.

 

Leadership for transformational change

·       To model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes. Embedding this approach across the Directorate.

·       Through matrix working be able to share and call upon expertise to support systems to make improvements and transform services.

·       Work with leading external agencies to horizon scan and identify opportunities to transform services (eg through technology) and supporting innovation.

 

Using insight and evidence for improvement

·       By using a combination of local, regional, national and international evidence identify opportunities for improvement.

·       Working with professional bodies identify and champion opportunities to learn from best practice and implement sustainable improvements within and across systems.

Qualifications

Essential criteria
  • • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area

Knowledge and Experience

Essential criteria
  • Proven and significant leadership experience and/or formal management qualification
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
  • Demonstrable experience of managing and prioritising a large budget with solid working knowledge of financial process requirements.
