Job overview
A new Associate Designated Clinical Officer (ADCO) role has been created to work with the multiagency SEND partnership in Northamptonshire. The ADCO will support the Designated Clinical Officer in ensuring that the Integrated Care Board (ICB) meets their statutory duties for children and
young people (CYP) with special educational needs and disability (SEND) aged 0-25, in line with the Children and Families Act 2014.
We are looking for an enthusiastic and compassionate registered nurse/health professional with a genuine passion for partnership working to improve experiences and outcomes for CYP with SEND and their families. A strong commitment to co-production and engagement will be key in this role.

Main duties of the job
The ADCO will work with the DCO and Local Area partners to develop and evaluate the SEND system in Northamptonshire. This will include:
- Contributing to the oversight, co-ordination, and quality assurance of Health participation in the EHC process.
- Providing support for families and professionals on children’s health with information, advice, and guidance.
- Acting on behalf of health in the production and ongoing review of North and West Northamptonshire’s Local Offers.
- Ensure good partnership working, coordination and transition, as part of preparing for adulthood from 14 years+, for children and young people with SEND.
- Working in partnership with the Children and Young People’s Transformation Team and the Safeguarding Team.
- Undertaking quality assurance work with others to review current health service provision to ensure it is fit for purpose and meets the needs of children and young people and their families.
- Developing and delivering training on the SEND agenda for Health and partnership colleagues.
- Undertaking scheduled audits to monitor compliance with SEND reform requirements, reporting results and supporting the development and implementation of improvement action plans.
Working for our organisation
The Integrated Care Board (ICB) is a statutory body responsible for local NHS services, functions, performance and budgets. It is directly accountable to the NHS and is made up of local NHS trusts, primary care providers, and local authorities.
The ICB is responsible for joining up care services to improve patient experience in the community. The Board includes a chair, the chief executive and representatives from NHS organisations, primary care (GPs) and local authorities (councils).
The Integrated Care Partnership (ICP) is a statutory committee that brings together all system partners to produce a health and care strategy. As a forum to support partnership working, the ICP brings together local authorities, health and social care, and housing providers.

Qualifications
Essential criteria
- Clinical qualification and live professional registration e.g. Children’s nurse; specialist nurse, therapist (OT, Physio, Speech and Language), health visitor, school nurse
- Masters or equivalent (highly specialist knowledge and experience of) working with Children / Paediatric care
- First degree or equivalent demonstrable equivalent experience
- Evidence of continual professional development
Experience
Essential criteria
- Significant experience of working in a clinical setting with children and young people with SEND, including management or leadership experience
- Significant experience of working in partnership across organisational boundaries. Able to develop and maintain working relationships with a multitude of stakeholders including NHS providers, schools, NNC/WNC, voluntary sector and NHSE
- Experience of complex change management and able to lead people through change
- Experience of being able to identify and use measures that support continuous improvement and performance management e.g. audit
- Experience of developing and delivering training to multi-agency/ professional groups
- Management of information systems
Your knowledge and understanding
Essential criteria
- Clear understanding of the issues and challenges facing children and young people with special educational needs and disability.
- Must demonstrate understanding and interpretation of The Children and Families Act 2014 and SEND Reforms 2014 and the SEND and Alternative Provision Improvement Plan 2023

- Strong leadership skills the ability to negotiate and influence others.
- Ability to encourage and achieve change through the use of effective influencing and facilitation skills.
- Ability to understand, evaluate and communicate complex policies and information to a variety of audiences.
- Excellent programme and project management skills
- Highly organised with an ability to prioritise and have a logical approach to problem solving.
- Ability to undertake data analysis and the presentation of information
- Ability to undertake and interpret highly complex assessments using a person-centred planning approach, ensuring clear outcomes are identified for children and young people.
- Ability to write and present clear presentations and present information in a clear and concise manner.
- Ability to produce clear action plans and ensure delivery.
- IT and standard keyboard skills and proficient in the use of software packages (word, excel, powerpoint)
