Job overview

An exciting opportunity has arisen to be part of the University Hospitals of Northamptonshire Strategic Estates Programme team.   Delivering three new Community Diagnostic Centres  and  remedying the RAAC issues on part of our Kettering site provide exciting opportunities to bring care closer to home, reduce diagnostic waiting times and redevelop an ageing estate. The role will be based at Kettering Hospital with opportunities to support future projects across Kettering and Northampton.

We are looking for a Programme Manager who will manage and co-ordinate the central programme management function for the UHN Strategic Estates Programme, reporting to the Senior Programme Manager and working in a matrix approach alongside a multi-professional and multi-agency wider programme team, which will include both internal team members and external advisors.

Main duties of the job

The role will be key in the delivery of strategic estates projects across University Hospitals of Northamptonshire which includes Kettering General Hospital, Northampton General Hospital, Nene Park outpatient centre and Community Diagnostic Centres across the county.

You will drive the design, delivery, and implementation of strategic projects agreeing priorities with the Senior Responsible Officer, Divisional Managers and relevant Programme Boards for each project.  

It will involve programme managing large projects identified by the Board as requiring dedicated support to meet the objectives described in each supporting business case. 

You will be responsible for ensuring effective communications and engagement with all stakeholders, including UHN, ICB, NHSE, primary care and Patient Partner Groups. There will be a requirement to represent the organisation externally as well as developing and maintaining core relationships. 

You will implement effective programme management for all enabling groups, ensuring effective reporting to a Programme Board, reporting on progress, key milestones, and risks.

You will support Divisional Managers to ensure the appropriate governance, structures and processes are in place to ensure delivery of the priorities identified. 

You will be responsible for managing the risks identified and developing mitigations to manage those risks.

Detailed job description and main responsibilities

1.    Take lead responsibility for the development and implementation of effective programme management, in line with requirements of the SRO.
2.    Motivate and drive the supporting groups to meet their objectives within the timescales agreed.
3.    Develop and support effective stakeholder relationships nationally, regionally and across the Northamptonshire system.
4.    Report into the relevant Programme Board and provide advice on each programme, e.g. sharing best practice particularly from centres that are already operational. 
5.    Ensure a robust governance framework is in place and embedded for the each programme as a whole and for all enablers.   
6.    Take responsibility for the governance reporting delivery and rhythm for UHN and any national group.
7.    Prepare reports for the following meetings: UHN Strategic Development Group, UHN Group Board, UHN Integrated Leadership Group, NICB Integrated Planning resources Committee, NICB Delivery and Performance Committee, 
8.    Effectively manage key relationships with the Trust, the ICB, NHSE region and national teams and other partners to effectively lead each programme.
9.    Support the relevant clinical lead for each programme with the pathway design of high quality, safe, effective care to patients.
10.    Share knowledge and skills with others, sharing good practice with neighbouring organisations and nationally.

Qualifications

Essential criteria
  • Educated to Master’s degree or equivalent.
  • Evidence of Continuing Professional Development.
  • Management qualification or equivalent knowledge and/or experience
Desirable criteria
  • Project Management / Programme Management qualification, e.g. PRINCE2

Experience

Essential criteria
  • Extensive NHS senior management experience
  • Evidence of driving and supporting change in a complex health organisation
  • Detailed knowledge and experience of NHS governance and standards
  • Ability to communicate effectively with clinical, academic and with all levels of staff
