Primary Care Commissioning Manager

NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. We are accountable for the performance and finances of the NHS across Norfolk and Waveney – a total budget of £2 billion a year. Known as NHS Norfolk and Waveney, the organisation works with local people, health and care professionals, and partner organisations to improve the health and wellbeing of our population.

The organisation is part of the Norfolk and Waveney Integrated Care System. A system dedicated to working with partners in local government, the voluntary sector and others and helping the NHS to support broader social and economic development and to tackle inequalities in health outcomes.

Our main offices are based at 8th Floor of Norfolk County Hall, Martineau Lane, Norwich, NR1 2UE however we have a local office for the East of the region based in Beccles and another in the West of the region based in King’s Lynn, therefore travel across the Norfolk and Waveney footprint as well as out of county is required according to where our stakeholders are situated.

Primary care is the day to day healthcare available locally and often the first place people go when they need health advice or treatment and includes general practice, community pharmacy, dentistry and optometry (eye health) services 

 

Working closely with other ICB teams, the primary care team commission and manage all four primary care services on behalf of our population, including locally commissioned services as well as driving transformation and enabling partnership working aligned to:

 

·       improving outcomes in population health and healthcare

·       tackling inequalities in outcomes, experience and access

·       enhancing productivity and value for money

·       supporting broader social and economic development

 

Forging and maintaining relationships with a wide range of stakeholders across a portfolio of projects requires diverse and talented leaders with excellent communication skills and experience in developing and managing relationships both locally in Norfolk and Waveney and across the NHS in the East of England.  

You will have previous leadership experience in commissioning or delivering primary care and a track record of building effective relationships across organisational boundaries that deliver positive outcomes.  You will be able to thrive and achieve in a fast-paced environment, have a good eye for detail and demonstrate good evidence of project delivery and relationship management

Within the Primary Care team, a small group come together to work with 105 general medical practices and 20 Primary Care Networks across five locality areas.  As a Primary Care Commissioning Manager you will be working in partnership with others and managing a work programme to ensure the delivery of effective general medical services for our population.

The role is a key part of a team responsible for commissioning all elements of primary medical care contracts to meet the needs of the local area population, working towards national standards and targets, paying attention to health inequalities, and applying Core20plus5 principles. 

Managing a portfolio of general medical contracts (GMS, PMS, APMS and locally commissioned services) is a key function of the role, together with tracking and reporting risks in a way which supports the development of an overarching programme of work designed to increase resilience and promote transformation across practices and PCNs.

You will be required to produce and present reports relating to governance and assurance associated with these areas, including returns for planning and performance, so developing  management systems to ensure information is properly managed across the team is key to supporting capacity planning and ongoing monitoring of contracts.

Health and care services in Norfolk and Waveney are working closely together to further improve services and provide more joined-up care for local people. In Norfolk and Waveney, we have already achieved a lot by working in partnership to improve health and care outcomes. These changes have been made possible by different organisations – NHS hospitals, GPs, mental health and community health services, local councils, care homes and social workers, voluntary and community organisations and others – joining forces to agree and plan for local people’s needs.

Norfolk and Waveney Integrated Care System (ICS) includes a statutory Integrated Care Partnership (ICP), and an Integrated Care Board (ICB) called NHS Norfolk and Waveney. This partnership and organisation dedicated to making sure that organisations work together for the benefit of our residents, staff and communities is an important step change, helping to create positive differences to local people and joining up health and social care. This is the culmination of many years of effort to build partnership working across the NHS, local authorities, the third sector and patient groups.

  •        Liaise with Primary Care Providers and local representative committee colleagues to resolve queries and inform contract negotiations
  •        To negotiate and agree primary care contracts with service providers on behalf of the team
  • Participate in relevant internal and external working groups/projects, services and initiatives to provide, information and analytical advice and expertise.
  • Develop and implement data collection systems that will provide accurate and timely data.
  • Present information and issues, explaining highly complex issues, to a wide range of internal and external stakeholders.

  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
