Chief Operational Information Officer

The Chief Operational Information Officer (COIO) for the Electronic Patient Record (EPR) programme is accountable to the Director of Digital, Information and NHP for the operational delivery of the digital transformation and business change workstreams of the EPR. They are also accountable for managing associated transformation and adoption requirements and liaising with system partners for EPR, business change and organisational transformation.

This post is a senior role in Digital and Information team. The purpose of the role is to enable strategic and operational transformation; supporting the development of the acute hospital collaborative and service alignment, leading programmes of implementation on agreed transformation/business change to meet the needs of the EPR programme.

The role will play a key part in shaping the provider landscape, and prioritising and supporting improvements in service configuration under pinned by the delivery of an EPR.

•          Leading the operational response to EPR at the Queen Elizabeth Hospital

•          Delivering actions from the QEH EPR programme board

•          Leading on the compliance and assurance framework for Trust-wide regulatory functions, relating to managing the risks of EPR deployment.

•          Influencing health and care system partners across Norfolk and the wider region

•          Preparation, agreement and monitoring of the programme budgets, and ensure services are delivered efficiently

•          Ensuring service quality and safety including assurance around business continuity plans

•          Line management responsibility for EPR operational management staff

Our new electronic patient record (EPR) will replace paper-based patient records from 2026 and will lead to better, safer, joined-up care at The Queen Elizabeth Hospital and beyond.

Providing strong, clear visionary leadership to the whole Trust through team working to ensure effective EPR Transformation and Adoption strategy, planning and implementation of new ways of working and service delivery.

2.       Work with Divisions and external partners to strategically plan for the future of acute EPR in Norfolk

3.       Establish excellent relationships with the Executive and Board members, external partners staff at all levels, staff side colleagues, external bodies

4.       ‘See things differently’ look beyond existing structures, ways of working boundaries and organisations to produce more effective and innovative service delivery

5.       Oversee and progress a portfolio of major local EPR transformational projects across the Acute Hospitals Collaborative on behalf of the Trust

6.       Build effective relationships and actively pursue partnerships and collaboration with health partners, HEIs and Research

7.       Where appropriate, provide strategic leadership and management on the compliance and assurance framework for Trust-wide regulatory functions.

8.       Provide leadership and collaboration beyond organisational boundaries, Influencing health and care system partners across Norfolk and the wider region

9.       Development of the strategy for EPR Transformation & Adoption Strategy and ensure that corporate and clinical governance principles are maintained

10.     Ensure the achievement of strategic transformation and integration objectives / deliverables.

Experience

  • Significant senior management experience working in primary or community health care

  • Evidence of successful management of transformational, large-scale change across organisational boundaries.
  • Proven ability to manage £multi-million budgets effectively.
  • Proven ability in performance management and development of staff.
