We are recruiting an authentic and exceptional leader as Divisional Director of Operations for the Division of Medicine. You will be part of the Senior Leadership Team and Hospital Management Board for the Royal site, shaping the future of healthcare and employment opportunities for the people of Liverpool. Working as part of the triumvirate team for our Medical Division you will be responsible for the safe and effective delivery of all our medical services aligned to the Royal site, including urgent and emergency care. 

You will have a proven track record in supporting healthcare teams to deliver high quality services, with extensive experience in financial and operational management. It is essential to demonstrate experience at a senior operational level, managing services in a large, complex NHS organisation. 

Finally, you will be able to demonstrate that you live our Trust values. You will play an important leadership role that focuses on achieving exemplary standards and creating a supportive, open and honest culture.

Main duties of the job

The successful candidate will lead an operational team delivering services across 5 Care Groups, employing 2,500 staff. The Divisional Director of Operations will divisionally lead the delivery of the Trust Improvement Plan and  oversee the operational delivery of safe and efficient services. Working alongside the divisional triumvirate team to develop and implement our long-term strategic objectives against a backdrop of exciting change across the wider Trust and City of Liverpool.

Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.

The merger provided an opportunity to reconfigure services in a way that provides the best healthcare services to the city and improves the quality of care and health outcomes for our patients.

The Trust includes Aintree University Hospital, Broadgreen Hospital, Liverpool University Dental Hospital and the Royal Liverpool University Hospital.

In October 2022 the new Royal Liverpool University Hospital opened as the largest in the country to provide inpatients with 100% single en-suite bedrooms. We serve a core population of c630,000 people across Merseyside as well as providing a range of highly specialist services to a catchment area of more than two million people in the North West region and beyond.

Detailed job description and main responsibilities

Main responsibilities include;

  • Service delivery and effective performance management, delivering key national performance standards.
  • Enabling a continuous improvement and learning culture.
  • Effective financial management of the division and delivery of CIP targets.
  • Service planning linked to wider strategic objectives.
  • Supporting the development of integrated care pathways working with system partners.
  • Providing leadership as part of the senior leadership team.
  • Management of the divisional operational team.
  • Ensuring adherence to Trust governance and assurance frameworks and effective risk management at a Divisional level.
  • Providing on-call cover for the trust as part of the tactical management rota.

Qualifications

Essential criteria
  • Educated to degree level
  • Masters degree or equivalent qualification in leadership or management

Experience

Essential criteria
  • Extensive experience in a senior management role within an Acute Hospital setting
  • Extensive resource management experience within an operational environment including clinical service provision, finance, HR, change management & service improvements
  • Experience of developing business plans which support / deliver corporate and divisional objective
  • Proven track record / performance management of services and delivery
  • Experience of developing teams, using appraisal and accountability frameworks to support this

Knowledge

Essential criteria
  • Professional specialist knowledge covering more than one relevant discipline including clinical services, finance and HR with significant proven experience
  • Thorough understanding of operational services
  • Knowledge of key performance indicators and compliance
  • Demonstrate thorough knowledge of the NHS and the modernisation agenda particularly in relation to Quality Improvement projects
