Job overview

Reporting to the Deputy Chief Finance Officer, the post holder will have a lead role in  the organisation’s delivery of its financial objectives. The post holder will be directly responsible for all aspects of contract and income management (including private and overseas patients), together with management responsibility for the development  of costing systems within the Trust. 

Main duties of the job

The post holder will play a key role in the business planning cycle. The post holder will work closely with a range of key stakeholders, playing a key role as part of the Senior Finance Team, providing high level support and advice to executive colleagues, clinicians and managers. The post holder will be expected to develop strong working relationships with external stakeholders including, but not exclusive to  Commissioners, Private insurers and NHS England. In summary, the post holder will be the lead expert on the National Tariff Payment System (NTPS) and is responsible for the development and provision of high quality income, contracting and costing service to the Trust.

Detailed job description and main responsibilities

MANAGERIAL / LEADERSHIP

To provide a lead role as a member of the Senior Finance Team in the development, interpretation and implementation of strategic financial policies.

To lead, motivate and manage the income and costing teams ensuring continuous professional development and the delivery of financial information and analysis to the Trust that meets the needs of the organisation.

 Development and maintain financial systems that deliver efficient and accurate accounting and regulatory information requirement.

To provide input into the update of the Corporate Governance Manual and ensure that Standing Orders and Standing Financial Instructions are complied with in the Trust and by the Income and Costing Team.

To work closely with internal and external auditors, providing information as required and ensuring, in conjunction with the Deputy Chief Finance Officer and Senior Finance Team, that actions plans are developed for the completion of audit recommendations within agreed timescales.

To work with the Financial Accounts team and NHS Shared Business Services to ensure the on-going development and maintenance of financial accounts systems and procedures and to enable the timely collection of debts owing to the Trust.

Deputise for the Deputy Chief Finance Officer where appropriate

INCOME and CONTRACTING

To ensure there are robust monitoring and performance processes in place for all income due to the Trust and to produce regular updates to the Board, identifying risks and opportunities, as part of the monthly Finance and Performance framework.

 Responsible for accurate, timely and high calibre reporting of the Trust’s income position on a monthly basis internally to Board and management and externally to Commissioners.

Work with Business Partnering team to ensure shared understanding of income and activity position to enable budget flexing where appropriate and the development of income and expenditure reporting.

To assist the Chief Finance Officer and Deputy Chief Finance Officer in negotiating and agreeing individual SLAs with the Trust’s major commissioners and private insurers.

Preparation and management of contracts/service agreement documentation with healthcare commissioners in accordance with agreed timetables.

Work with Head of Information and other managers to ensure that policies and data provision are sufficient to meet the needs of all service commissioners.

 To provide expert strategic and operational advice concerning NHS policies and legislative framework for finance colleagues, directors and service managers.

To work at a national strategic level on the development of the national tariff through the consultation exercise.

To liaise with the Financial Management team and Divisional Heads of Operations to provide income modelling to support changes associated with business developments, commissioning proposals and service redesign.

COSTING

To ensure the timely and accurate provision of the annual Reference Costs submission using Patient Level Costing, in accordance with the Department of Health timelines and guidance.

To lead on the implementation of the Costing Strategy.

To ensure the timely and accurate provision of quarterly Service Line Reporting, using Patient Level Costing

To work across the whole finance team (Business Partnering, Financial Accounts and Income) to deliver accurate and relevant information with the Service Line Reporting Suite.

The delivery of a training programme to clinical and non-clinical staff to ensure the understanding of Service Line Reporting and Patient Level Costing

Identification of projects where Service Line Reporting can help deliver better value across the Trust and aid the reduction of clinical and operational variation.

Develop plans, working closely with the Service Line Reporting Accountant for the integration of SLR / PLICs into the financial reporting suite and Business Cases.

To play a lead role in the implementation of Service Line Management.

PROFESSIONAL

Production and regular updating of written policies and procedures for all aspects of work undertaken on a regular basis by the Income and Costing function.

Manage own workload and time, organising and prioritising work in order of urgency and relevance. The role requires long periods of concentration which can be interrupted with urgent requests from managers, which are dealt with efficiently and effectively before continuing with previous tasks.

Network with colleagues regionally and nationally.

 QUALITY

Provide in depth training for all members of the department and senior managers and clinicians throughout the Trust as required on all aspects of Payment by Results, National Schedule of Reference Costs, and all changes to income patterns resulting from changes in Central Government legislation.

Keep abreast of technical developments to ensure use of the most efficient and effective tools and software available for recording, monitoring and reporting.

Active involvement with Future Focussed Finance and commitment to Finance Skills Development (FSD).

Commitment to finance training of non-finance staff across the Trust.

Qualifications and Education

Essential criteria
  • Professional CCAB Accountancy Qualification or equivalent
  • Educated to GCSE standard in English Language and Mathematics
Desirable criteria
  • Degree or equivalent
  • Masters qualification or equivalent

Knowledge and experience

Essential criteria
  • Expert Knowledge of National Tariff Payment System (NTPS), Overseas Patients guidance, Private Patients guidance, NHS Approved Costing guidance, Service Line Reporting Guidance
  • Strong IT Skills with advanced working knowledge of Microsoft Excel
  • Good understanding of clinical coding and the national specialised service definition sets
  • Senior financial management experience
  • Experience in communicating complex financial information to non-finance staff and Board members
Desirable criteria
  • Use of software applications Logex, SLAM and Qlikview
  • A good understanding of Microsoft Access and SQL
  • Experience implementing Patient Level Costing and Service Line Reporting across an NHS Acute Provider
