Alder Hey Children’s NHS Foundation Trust is a provider of specialist health care and has a presence in community outreach sites and, in collaboration with other providers, our clinicians help deliver care closer to patients’ homes by holding local clinics at locations from Cumbria to Shropshire, in Wales and the Isle of Man. The Trust also provides inpatient care for children with complex mental health needs at our Sunflower House building newly relocated, and opened on the hospital site.

Job overview

The Deputy Development Director primary role is to be responsible for the leadership of all Development activities and will have professional and managerial responsibility for the leadership and management of the Development team.

The post holder will:

  • Support the Development Director in the creation and implementation of the Alder Hey Development Strategy;
  • Ensure the delivery of the Alder Hey Campus with first class buildings;
  • Work with the Executive Team Align to align Development and Campus strategies with the overall Trust corporate objectives and 2030 vision.

 

Main duties of the job

  • Ensure Board involvement and oversight in the Alder Hey Campus development, working with non-executive members of the Trust Board on initiatives and new concepts through the Executive Design Review process.
  • Connect Alder Hey into national and international agendas and represent Alder Hey at government/NHS/HM Treasury events and policy creation.
  • Play a pivotal role in the delivery of future capacity, configuration of services and first-class Trust facilities whilst ensuring that disruption is minimised, and operational continuity maintained.   This will be through the delivery of a comprehensive development control plan, decant and phasing strategy and an affordable long-term development financial plan.
  • Continually seek to improve the safety, quality and efficiency of services to support the provision of excellent patient care.  To actively work with executive colleagues to design, communicate and implement innovative service and facilities re-design based on lean principles across the organisation.
  • Work as part of the team to ensure full clinical, staff and public engagement and involvement in redesign, reconfiguration and planning of services and facilities; implement options for new and innovative partnerships with other secondary, community and primary care providers, local authorities, business partners and the private sector.

Detailed job description and main responsibilities

Communication Skills

  • The post holder will need to possess excellent communication skills and will need to adapt their methods of communication and language according to who they are communicating with as the postholder could be met with challenging circumstances. 
  • The post holder will be required to communicate highly complex technical matters at the highest level and to non-technical colleagues.
  • The post-holder must have extensive experience and the skills necessary to undertake highly complex financial and contractual negotiations with both Contractors and Consultants to ensure the Trusts financial position is protected at all times.
  • The post holder will need to be persuasive and have excellent negotiation skills.
  • The post holder will need to have skills to deal with contentious and sensitive issues, maintaining confidentiality and sensitivity at all times.
  • The post holder will be required to interact with staff from different departments and disciplines on a regular basis. 
  • Advises, constrains senior colleagues over development issues, persuading them to a certain course of action; develops and delivers formal, complex presentations to large groups of (often senior) managers and conveys concepts clearly and persuasively.
  • The postholder will be responsible for preparing complex and technical reports using information from various systems, for board members that are clear and understood. 

Analytical and Judgemental skills

  • The post holder will provide advice on complex development issues.
  • The post holder will have highly developed analytical skills to solve complex issues.
  • The post holder will analyse large amounts of data and information.
  • The post holder will be able to form judgements and make autonomous decisions guided by standards, policies or procedures.
  • The post holder will be able to understand and interpret policies.
  • Analyses highly complex problems: multiplicity of targets/objectives and makes judgements where there is no precedent and where other leading opinions may conflict.
  • The post-holder must have extensive experience and the skills necessary seek agreements and co-operation in the development and delivery of projects, from initiation, design, contractor appointment, construction and hand over.

Planning and Organising Skills

  • Plan and manage the work of the Development department, to ensure conflicting demands are managed and deadlines met with a high standard of service provided
  • Plans projects which impact across the department & the organisation.
  • Responsible for ensuring compliance of all projects withstanding Orders, Standing Financial Instructions, NHS Capital Investment Manual and good professional practice to comply with NHS Audit procedures.
  • Interpretation and full compliance with statutory and mandatory requirements in relation to Development activities and act as the responsible officer and ensure that all safety matters are resolved before completion of the projects.

Policy and Service Development

  • Responsible for the identification, early preparation and implementation of changes in guidelines, legislation, polices and regulator guidance, working jointly with other organisations, where appropriate, to implement robust guidance, processes and procedures for use across the organisation, ensuring consistency of approach and to develop policy where none exists.
  • Propose changes to local policies and procedures which have an impact on other areas and will propose and implement changes in own area.

Responsibility for Financial & Other Resources

  • Accountable for all schemes within the Trusts Development Programme (multi-million pounds)
  • Accountable for the financial management of certain conditionally funded capital projects.
  • Responsibility for the Trusts Development Team - Design and Project Management Department.
  • Responsible for ensuring compliance of all projects with current statutory requirements and mandatory NHS guidance.
  • Budget holder and signatory for the development team budget.

 Human Resources and Training

  • To be responsible and provide professional leadership for the Development Team ensuring high professional standards are maintained, performance reviews are conducted, and all staff have personal development plans.
  • Ensure a well-developed team, including compliance with continuous professional development and a culture that encourage the use of initiative, individual and team responsibility, adaptability to change, and open communications.  Support and inspire staff towards continuous improvement.
  • Responsible for the management and implementation of HR policies and procedures within the department.
  • Manage attendance management, grievance and disciplinary processes for all staff within the department in accordance with the Trusts HR policies.
  • Manage the recruitment, selection and development of staff to ensure that the department has the right skills organised in the right way to meet both Trust and NHS Modernisation Plan requirements.

Qualifications / Training

Essential criteria
  • Educated to degree level (or equivalent recognised qualification or demonstrated experience)
  • Educated to masters degree level (or equivalent recognised qualification or demonstrated experience).
