Alder Hey Children’s NHS Foundation Trust is a provider of specialist health care and has a presence in community outreach sites and, in collaboration with other providers, our clinicians help deliver care closer to patients’ homes by holding local clinics at locations from Cumbria to Shropshire, in Wales and the Isle of Man. The Trust also provides inpatient care for children with complex mental health needs at our Sunflower House building newly relocated, and opened on the hospital site.

We currently have more than 4,000 staff working across our community and hospital sites. We’re also a teaching and training hospital providing education and training to around 540 medical and over 500 nursing and allied health professional students each year.

Job overview

An exciting opportunity has become available within the integrated Alder Hey and Liverpool Heart and Chest Digital Service to support delivery of
Information Governance compliance with legal, statutory and best practice requirements. We are looking for an enthusiastic and motivated
individual to join our existing IG Team to support delivery of IG across both Trusts including Data Protection, Freedom of Information, Document Control and wider IG workplan to support our annual Data Security and Protection Toolkit submissions.

As the role supports both Alder Hey and Liverpool Heart and Chest, there may be requirement to attend and work from both sites as and when required.

Main duties of the job

  • Under the I-Digital framework support delivery of the information governance strategy, policies, procedures, associated work plans,
    audits and assurance mechanisms for Liverpool Heart and Chest Hospital and Alder Hey Children’s Hospital as part of the Specialist Trust Collaboration.
  • Support the effective implementation of information governance standards and processes.
  • Coordinate release of information in accordance with legal and statutory obligations and local organisational policies and procedures
    including Data Protection Act 2018, Access to Health Records Act 1990, Freedom of Information Act 2000.
  • Coordinate and work collaboratively with project stakeholders to support and facilitate completion of Data Protection Impact
    Assessments, providing advice and support.
  • Facilitate document control in such a way as to make a direct positive contribution to the organisation by maintaining a Trust wide
    database and archive to support the transition of policies through the ratification processes.
  • Dissemination of current policies to enable the Trust to comply with Risk Management, Information Governance, and other external
    standards to support organisation compliance.
  • Support coordination and evidence collation for the annual Data Security and Protection Toolkit submission under the direction of the
    Information Governance Leadership Team.
  • Support development and delivery of information governance training, advice, support, and awareness raising materials.

Working for our organisation

Alder Hey and Liverpool Heart and Chest have recently developed a formal collaboration as part of the specialist Trust alliance in relation to digital strategy. As part of the collaboration, the Information Governance functions across both Trusts have aligned under the new I-Digital framework providing a central IG function to support both organisations. We have already seen significant benefit in this approach which we are continuing to build on by developing our IG Team and resources further.

Detailed job description and main responsibilities

INFORMATION GOVERNANCE
• In line with legislation and Trust procedures, facilitate and support responses to requests for information received under European and
UK legislation, maintaining accurate logs of such activities.
• Facilitate and support release of health record information in response to ‘continuance of care’ requests.
• Provide training and support for new team members as part of local induction processes to support competency of IG Team.
• Provide advice and guidance to colleagues on disclosure of information in accordance with legislation and policy, including wider IDigital
functions including health records teams.
• Responsible for prioritising own workload in conjunction with colleagues to ensure compliance with KPI’s and statutory targets.
• Provide advice and assistance to patients, relatives, and 3rd parties such as solicitors and police with regard to appropriate procedures
for accessing confidential data.
• Propose changes to working practice to enhance quality, safety, and efficiency within the IG Team.
• Coordinate extraction, formatting, and indexing of health records from multiple clinical systems to provide to recipients in an intelligible
format, protection by appropriate security in line with departmental processes.
• Maintain adequate stock control for IG Team, placing orders for approval when additional equipment or stick is required.
• Assist with recruitment and interview processes for new team members.
• Alert any potential breaches of disclosure timeframes to immediate manager.
• Support documentation and administration of electronic logs for Access to Information requests, Data Protection Impact Assessments
and Information Sharing Agreements and the associated manual record systems, ensuring records are maintained for appropriate
retention period.
• Undertake surveys or audits as required to demonstrate effectiveness of IG Team procedures, collating data and outputs.
• Monitor generic email inboxes to ensure requests are managed or re-directed to appropriate function for action.
• Facilitate and support compliance with the Information Governance Communications Calendar and delivery of Information Governance
training materials to all Trust staff at corporate induction.
• Facilitate and support maintenance of the content of the Trust’s Freedom of Information Disclosure Log and Information Governance
Intranet and Internet sites.
• Participate in audits across both organisations to support Information Governance requirements, including confidentiality auditing and
spot checks, data flow mapping, and data sharing.
• Support the development of Information Governance training and awareness materials.
• Support the development and documentation of Information Governance procedures.
• Support the collection of compliance evidence for Information Governance and other relevant organisational audit and assurance
frameworks.
• Attendance and representation at internal or external meetings as required.
• Provide administrative support and meeting coordination for the Information Governance function.
• Point of contact for access to information related queries and enquiries from Trust staff and other service users, re-directing as
appropriate.
• Transcribe messages clearly and accurately and escalate as required to colleagues or managers.
• Deputise for the Information Governance Officer in their absence.
• Support and promote an information governance culture throughout the Trust.
• Deal with unpredictable work patterns because of changes in demand for information.
• Be proactive for self-development through experience, reflective practice, professional support and independent research and reading.
Maintain a personal portfolio for recording development.
• Provide support to the Scanning Bureau as required and undertake any other appropriate duties relevant to role and grade.
• Assist with the review and monitoring of IG related incidents, providing support and guidance to operational areas of the organisation.

DOCUMENT CONTROL
• Co-ordinate publication and dissemination of Trust policies, procedures, guidelines, protocols, business continuity plans, and terms of
reference, in line with Trust procedures to support corporate governance standards.
• Maintain archive of historical versions of policies and documents in line with national retention periods, flagging any to be appraised for
destruction or permanent retention.
• Maintain the document control inventory log, providing relevant data and reports for assurance and compliance monitoring.
• Provide a central reference point for advice to authors relating to aspects of the Document Control Policy and the development and
review of all procedural documents.
• Champion document control and raise awareness of requirements via various communication methods, including ad hoc training and awareness sessions.
• Point of contact for document control related queries and enquiries from Trust staff and other service users, re-directing as appropriate.

Education and Training

Essential criteria
  • Educated to A-Level or equivalent i.e. qualified by experience and through evidence of personal development to work within information governance or associated field
  • Registered with professional network e.g. ISD, BCS etc to support continuous development
Desirable criteria
  • Information Governance specific training / accreditation e.g. ISEB, IHRIM

Experience

Essential criteria
  • Knowledge and experience of Patient Administration Systems, EPR, Information Assets
  • Using software systems and office programme including databases and spread sheets including Word, Excel and Outlook
  • Communicating and working with staff at all levels Working to prescribed deadlines
  • Sound knowledge of legislative principles and exemptions to disclosure of data
Desirable criteria
  • Working within an NHS organisation
  • Working within information governance or related subject matter
  • Management of access to information or disclosure requests e.g. DPA, FOIA
