Alder Hey Children’s NHS Foundation Trust is a provider of specialist health care and has a presence in community outreach sites and, in collaboration with other providers, our clinicians help deliver care closer to patients’ homes by holding local clinics at locations from Cumbria to Shropshire, in Wales and the Isle of Man. The Trust also provides inpatient care for children with complex mental health needs at our Sunflower House building newly relocated, and opened on the hospital site.

Job overview

This position will provide a vital role at the intersection of data engineering and analytics. You will be responsible for bringing robust, efficient, and integrated data models and products to life. You will speak the language of business teams and technical teams, able to translate data insights and analysis needs into models powered by the enterprise data platform. To be successful in this role you will need to be able to blend business acumen with technical expertise and transition between business strategy and data development.

Main duties of the job

The role is responsible for the development and deployment of the Trust’s data warehouse environment, which consists of multiple SQL Server databases that capture data from the Trust’s PAS, EPR, RIS and other disparate internal and external data sources.  The post holder will work alongside other members of the Data Engineering Team to provide an appropriate platform to support the delivery of the information and intelligence developments required to deliver the Trust’s objectives.

As a Senior Data Engineer , you will contribute extensively to the delivery of pro-active and innovative Business Intelligence support to the Trust, working with the Analytics Team, Divisions and other stakeholders to ensure that information flows and reports are available to support and improve healthcare delivery and enable the Trust to meet its  corporate and clinical targets, goals, aims and objectives as well as  the goals and targets established by outside agencies, e.g. Department of Health, Commissioning Consortia.

The appointed candidate will be required to work with key Divisional staff, Finance, other Trust staff and external stakeholders, providing specialist advice and guidance on matters pertaining to the Trust’s data warehouse.

Detailed job description and main responsibilities

Main duties and Responsibilities

  1. To act as a technical specialist in matters pertaining to the Trust’s data warehouse.  A specific area of responsibility will be to oversee the finance developments.
  2. To act as first line specialist advice and support for software, interface and other system related issues in relation to the Trust’s data warehouse, ensuring speedy resolution to facilitate continued system provision.
  3. To take responsibility for the planning, creation, implementation, maintenance and on-going evolution of data marts within the Trust’s data warehouse, sourced from a wide variety of information systems including PAS, EPR, RIS and other disparate internal and external data sources.
  4. To provide a key link between the Data Engineering team and the Finance Department on all matters relating to the production of SLAM data, inclusive of a good understanding of the SLAM/PbR algorithm and HRG groupers, to facilitate the provision of any associated contract monitoring and financial flows.
  5. To take responsibility for the maintenance and continued development of contract and commissioning datasets including SUS, CDS and CSDS files.
  6. To design and develop the structure, procedures and functions of the Trust’s data warehouse.
  7. To develop automated data loading (ETL) and validation processes, at the same time maintaining efficient data warehouse metadata structures.
  8. To ensure high quality data warehouse security, putting in place robust security measures to allow adequate access for the required users whilst protecting sensitive patient-identifiable data.
  9. To analyse, investigate and resolve complex system issues, often involving multiple cause and effect scenarios.
  10. To engage with the wider Digital Health Care Team, in particular Digital Systems and the IT Department, ensuring that the correct architecture is in place to drive the data warehouse and ensure that there is a business continuity and disaster recovery plan in place.
  11. To engage with Data Quality colleagues to monitor the data quality of datasets within in the data warehouse, designing and building audit processes within the data warehouse.
  12. To take responsibility for the administration of permissions to the Trust’s data warehouse and associated systems.
  13. To ensure that robust documentation exists around technical processes, ensuring that single points of failure do not exist.
  14. To enable, promote and support the effective use of data, information, knowledge and technology to support and improve healthcare delivery.
  15. To assist in the delivery of Business Intelligence solutions to feed operational and performance reporting and create information flows and reports that will provide desktop information via the Trust Business Intelligence system.
  16. To line-manage/mentor and/or provide technical support and training for junior members of staff within the team.
  17. To take responsibility for the development of own technical skills, utilising the training materials provided by the department to ensure appraisal objectives are met.

ADDITIONAL RESPONSIBILITIES

  1. To deputise for the Head of Data as requested.
  2. To deliver longer term solutions rather that short term fixes, getting involved in anything to which the Data Engineering team can add value.
  3. To seek out opportunities rather than waiting for requests.
  4. To attend relevant meetings to ensure that the information produced and provided by the Data Engineering team is appropriate to the service delivery, performance and clinical governance programmes it is designed to support.
  5. To communicate and present complex information and Business Intelligence Solutions to key stakeholders at relevant meetings.
  6. To develop and extend expertise in database design concepts and SQL server language, including T-SQL, ETL (SSIS and/or DTS), SSAS and SSRS.
  7. To maintain and develop current understanding of NHS data standards, definitions and coding schemes, with appropriate application.
  8. To contribute towards the Business Intelligence Strategy, driving end-user reporting.
  9. To support the Trust’s Data Quality Strategy, to strive to achieve the highest quality data available for decision making across the Trust.
  10. Maximise the use of Information Technology Systems, constantly seeking new and improved ways to provide information by analysing and acting on information to proactively manage and maintain NHS targets. 
  11. To support the Analytics Team in the delivery of the information and intelligence developments required to deliver the Trust’s objectives, by ensuring that robust accurate and timely data is available from a central SQL server repository.
  12. Assist with the assessment of the impact of changes to the NHS modernisation and information agendas, identifying and reviewing the information requirements of the Division and support the implementation of agreed solutions to information problems.
  13. To ensure that all processes are fully documented, reviewed and audited on a regular basis.

GENERAL ELEMENTS

  1. The post requires the near constant use of a computer, leading to lengthy periods of sitting / standing.
  2. The post holder must be prepared to complete urgent work requirements, working flexible hours to meet the demands of the service.
  3. Adhering to the rules detailed within the ‘flexible working’ scheme working regular and ‘sensible hours’ in keeping with the needs of both the department and other colleagues. Maintaining an accurate and truthful record of hours worked.
  4. Participate in annual appraisal and quarterly performance reviews under the direction of line manager.

  6. In the light of future local and national developments these details may be modified, after consultation with the post-holder.
  7. Maintaining exemplary standards of professional and general conduct with regard to handling complex and sensitive data. Ensuring compliance with the Data Protection Act 1998 and Caldecott Guidelines at all times.
  8. Undertake appropriate mandatory training.

  1. Act as a role model by demonstrating leadership and expertise, and by maintaining credibility within the Trust, the wider health care community and external agencies, ensuring a positive image of the Trust is maintained.
  2. Act as the Trust representative at appropriate external meetings and forums, including contributing to debate and discussions, and making commitments to deliver work packages to agreed deadlines, ensuring that other team members are adequately informed.
  3. Liaise directly members of the executive team in providing technical expertise associated with the Trust’s data warehouse.
  4. Support the Trust by the effective use of resources, e.g. staff, budget, premises, equipment, supplies and materials.
  5. Develop and maintain systems and processes to promote monitor and maintain a healthy, safe and secure working environment, ensuring compliance with legal and regulatory requirements, maintaining accurate documentation and reporting any concerns.

ORGANISATIONAL

  1. Attend induction course / orientation course and mandatory training days.
  2. Attend course appropriate to the post and maintain awareness of relevant changes in policies or reporting requirements that are relevant to the role.
  3. To comply with the Data Protection Act and Caldicott recommendations.
  4. To maintain accurate documentation in line with local policies and procedures.

Qualifications & Education

Essential criteria
  • Master’s degree in numerate, informatics or business management related subject; or post-graduate diploma; or equivalent experience

  • Evidence of ongoing professional development/study

Knowledge & Experience

Essential criteria
  • An in depth understanding of NHS information and Data Standards
  • Evidence of design & operation of large scale, complex data models & processing procedures
  • Significant experience of developing complex SQL queries
Desirable criteria
  • Significant NHS experience of working with health related data
  • Experience in providing mentorship to junior colleagues

Skills & Abilities

Essential criteria
  • In depth and thorough knowledge of Microsoft data warehouse technologies over at least 3 years
  • Experience of developing large scale extraction, transformation and load processes from local solutions
Desirable criteria
  • Source control / team working products, e.g. DevOps, TFS, Git
  • Ability to develop data models using Power BI
