Job overview

Applications are invited for the post of Data Quality Clerk within the Data Quality Team at Mersey and West Lancashire Teaching Hospitals NHS Trust.

The role will support the application of data quality and information governance standards, regularly monitoring and striving to improve performance for the Trust.  To support audit and other quality improvement activities for the Trust for example Referral to Treatment and commissioning data sets.

The Team work a hybrid model with set days working in the office and the remainder working from home

Main duties of the job

  • Promoting data quality and its importance.
  • To review/analyse information to validate 18 week data collection against PAS system, record results and  liaise with data analyst to ensure national return submission targets are met.
  • To maintain close contact with operational staff and communicate requirements to achieve accurate data input to ensure system knowledge is maintained to a high standard.
  • To monitor and maintain an understanding of operational working practices.
  • To have knowledge and appreciation of performance targets and monitoring standards.
  • To promote good practice to an agreed format at all times and convey data quality issues to users as and when required.  Ensuring supporting documentation is up to date and accessible at all times.
  • To assess and resolve complex enquiries, to ensure all reference data is kept to a standardised format and the quality of this data is maintained both initially and in the future.
  • Liaison with all levels of staff within the organisation to understand any discrepancies and establish correct data collection. For example key data quality stakeholders, including Informatics, CMCSU, A&E and all clinical/clerical staff to ensure the timely resolution of data quality problems.
  • Deal effectively and efficiently with queries from both internal and external.

We provide the Mersey Regional Burns & Plastic Surgery Unit at Whiston Hospital and the Spinal Injuries Unit at Southport Hospital to more than 4 million people across the whole of Merseyside, West Lancashire, Cheshire, Isle of Man and North Wales.

Detailed job description and main responsibilities

KEY DUTIES

  • To review/analyse information received to determine case note audit requirements to validate 18-week data collection against PAS system, record results and liaise with data analyst to ensure national return submission targets are met.
  • To maintain close contact with operational staff and communicate requirements to achieve accurate data input to ensure system knowledge is maintained to a high standard.
  • To monitor and maintain an understanding of operational working practices.
  • To have knowledge and appreciation of performance targets and monitoring standards.
  • To always promote good practice to an agreed format and convey data quality issues to users as and when required.  Ensuring supporting documentation is always up to date and accessible.
  • To assess and resolve complex enquiries, to ensure all reference data is kept to a standardised format and the quality of this data is maintained both initially and in the future.

 CLINICAL & PROFESSIONAL RESPONSIBILITIES

  • Responsible for ensuring that all data/information is stored and transmitted in a format, which adheres to all aspects of the Caldicott guidelines.
  • Due to the nature of information, ensure that the system, recording processes fulfil both Information Governance and Data Protection requirements/rules.

 ADMINISTRATIVE RESPONSIBILITIES

  • Support the Clinical Information and Data Quality Manager in the design and implementation of standard operating procedures for the Data Quality Support Clerks to follow to ensure national standards are achieved. 
  • Regularly review procedures to ensure working processes are fit for purpose.

 TEACHING & TRAINING RESPONSBILITIES

  • Provide specialist training to the Data Quality Support Clerks within Data Quality on aspects around RTT performance and the awareness of the RTT targets.
  • Responsible for ensuring that new developments are proactively trained to all Data Quality clerks by linking the theoretical knowledge obtained and applying it to relevant practical experience in order to ensure that standards are achieved.

 LINE MANAGEMENT/SUPERVISORY RESPONSIBILITIES

  • Line Management of the Data Quality Support Clerks including responsibilities for training and development, induction, appraisal and personal development planning, allocation and monitoring of work within the required deadlines,
  • Ensure that mandatory training is undertaken in accordance with Trust policy by the post holder and by all staff reporting to the post holder.
  • Delegate work to other members of the team as and when required.

 RESEARCH & AUDIT

  • Support the Data Quality Officer in the production and auditing of patient pathways that ensure achievement of the standards
  • Support the Data Quality Officer in the validation and quality assurance of all submitted information.
  • Support the Data Quality Officer in the quarterly audit of performance, the resultant findings report and implementation/correction of any findings.

Qualifications

Essential criteria
  • Educated to GCSE level or equivalent qualification and/or equivalent experience
  • NVQ level 3 or equivalent qualification and/or equivalent experience

Knowledge & Experience

Essential criteria
  • Experience of data entry
  • Knowledge of Microsoft Office to include Word, Access and Excel.
Desirable criteria
  • Awareness of current development within the NHS and operational standards
  • Knowledge of audit process
  • Statistical & analytical skills
  • Familiarity with medical terminology
  • Experience of working within the NHS (either within primary or secondary care)
  • Experience of Hospital information systems
