Job overview

This is an exciting new position as the NCA embarks on an organisation wide Electronic Patient Programme.  This role will be instrumental in establishing and leading the programme to achieve a successful delivery of transformational change across the NCA.

 

Establishing and leading a multi-disciplined team with a strong focus on clinical engagement and digital as a critical enabler to NCA wide business change in our processes, patient experience and for colleagues, patients and service users.

 

This is a senior level role working with stakeholders across the trust at all levels and wider across Greater Manchester.

Main duties of the job

Responsible for oversight of all aspects of the programme life cycle including: 

Responsible for the development of Programme Plans for the Readiness and Implementation Phases of the EPR programme.

Responsible for ensuring Risks and Issues are appropriately documented, managed and escalated as required to the SRO.

Responsible for all Programme reporting requirements for the unified EPR programme.

Lead Programme Boards comprising Group and / or Hospital Senior Management and / or clinical teams to ensure that the programmes and individual projects are being delivered on time, in budget and using influencing and persuasive skills to ensure programme /project outcomes are managed and agreed and there is maximum benefit realisation. This will involve analysing highly complex facts or situations and making contentious decisions such as, to exclude clinical scope and / or functionality.

Engage with clinical and managerial stakeholders to develop, agree, maintain and implement roll out plans, reporting key milestones and escalating slippages and other issues where necessary.

Detailed job description and main responsibilities

Responsible for oversight of all aspects of the programme life cycle including:

Work alongside the EPR Procurement Lead to undertake the procurement, negotiation, and finalisation of contract through to signature.

Ensuring programme milestones are achieved through management of the programme team and ensuring that effective programme management and governance structures and arrangements are in place.

Lead Programme Boards comprising Group and / or Hospital Senior Management and / or clinical teams to ensure that the programmes and individual projects are being delivered on time, in budget and using influencing and persuasive skills to ensure programme /project outcomes are managed and agreed and there is maximum benefit realisation. This will involve analysing highly complex facts or situations and making contentious decisions such as, to exclude clinical scope and / or functionality.

Qualifications

Essential criteria
  • Educated to Masters level/ equivalent professional qualification or relevant experience
  • Evidence of continuing professional and personal development
  • Portfolio, Programme and or Project Management qualification i.e., MSP, PRinCE 2

Experience

Essential criteria
  • Significant leadership experience at a senior level in the NHS
  • Experience at Director level in an NHS Acute Trust or healthcare related environment
  • Experience of leading a similarly complex EPR implementation(s) with a minimum of five years transformation and change programme experience across an NHS or Healthcare setting
  • Experience of leading complex large scale Transformation projects /programmes with system wide Health and Social Care senior stakeholders
  • Proven experience and ability in managing operational performance with tight financial constraints demonstrating effective budget management
  • Demonstrate experience of building, maintaining and leveraging successful relationships with all colleagues especially clinicians within complex organisations

Leadership and Management Skills

Essential criteria
  • Highly effective communication skills – must be able to articulate complex issues to a wide range of recipients, both written and verbally
  • Strong interpersonal and negotiating skills, with the ability to engage, build and sustain relationships both within the Trust and within external organisations
  • Able to demonstrate sound financial management skills and understand business centred approach to healthcare provision
  • Excellent project and programme management skills as project manager or sponsor. Ability to work under pressure and meet tight deadlines
  • Exhibits a drive, energy and enthusiasm and resilience to drive through and achieve end results and improvements
