The post holder will work across the local authority, NHS Greater Manchester Integrated Care (Heywood, Middleton and Rochdale) (NHS GM IC (HMR))and Local Care Organisation (LCO) providing strategic and operational leadership for a number of commissioning programmes and projects across the primary care, neighbourhoods and communities portfolios, including primary care transformation, development of Primary Care Networks and support to develop neighbourhood models.

The role will also include the fulfilment of NHS GM IC (HMR) statutory duties regarding delegated commissioning and contract management of primary medical services and a range of enhanced and additional services.

The post holder will be required to work within the boundaries of organisational policy and delegated authority to make autonomous decisions to progress delivery of key objectives and areas of work

Work autonomously on own areas of work seeking support as required where technical expertise is required and escalating concerns where necessary

Lead on specific areas of work proving advice across breadth of portfolio

Handle sensitive and personal information in a manner that complies with the Data Protection Act and Caldicott guidelines.

Take action and use their own initiative working unsupervised within defined policies and procedures to set timescales

The postholder will provide and receive highly complex, sensitive or contentious information; where agreement or cooperation is required.

The successful candidate will join a small team which supports provision of strategic and operational leadership for Primary care and community services. 

The role will include working with partner organisations across the Heywood Middleton and Rochdale locality system and also with partners across NHS GM .

The role will include redesigning and improving service delivery , leading cultural change and supporting implementation of work across the locality, 

There is also a focus on ensuring  the provision of high  quality services, within available resources combined with achieving the best possible outcomes for the residents of the borough. 

The post is within an integrated team in the locality with opportunities to work with Adult and Children's' social care, Community, Acute and Mental Health providers, the voluntary sector and the wider local care organisation partners.

The post holder will take a lead role in the delivery of the integrated commissioning work programme for Primary care and community services.

There is also the requirement to support the development of strategies and operational plans that enable the locality to engage with system partners

Qualifications

  • Educated to masters degree or equivalent experience of working at a senior level in a specialist
  • Project management qualification – PRINCE 2 or equivalent qualification or experience area

Experience

  • Experience of collaborative working with servicer users and residents throughout the full commissioning cycle
  • Market development and shaping experience both at system and individual patient level
  • Experience/understanding of portfolio area (primary care, neighbourhoods and community), partnership working and national agenda
  • Comprehensive experience of managing programmes and delivering projects using MSP and Prince II methodologies
  • Managing and motivating a team including the review of performance of individuals
  • Evidence of developing and maintaining an excellent partnership relationship and team fit with corporate colleagues.
  • Change Management Skills

Knowledge

  • Understanding of both health and social care policy and appreciate the implications
  • Understanding of the relevant legislative framework, national and local targets, national policy and key external organisations and the implications in practice
  • Knowledge and experience of managing budgets and providing up to date and forecasting reports to Board level
  • Extensive knowledge of community health and social care provision and place based commissioning
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience
  • Knowledge of Primary Care and its role in the delivery of neighbourhood services
  • Extensive knowledge of both NHS and LA contracting processes
  • Knowledge of the health and social care market
