Place Deputy Clinical Director

The Place-based Deputy Clinical Director, will report to the Place Clinical Director, and be

responsible to the Executive Place Director. They will be professionally accountable to the

Place Clinical Director, with all clinical leads having a dotted line for professional support and

development to the Chief Medical Officer and Chief Nursing Officer. There is a clear

expectation that for Place-based Clinical Leadership roles, individuals must be working within

their relevant Place. Clinicians will need to consider carefully their personal capacity to balance multiple positions.  The expectation is that this role is based on 4 sessions per week.

In this position, the postholder will be responsible for supporting the Place Clinical Director in

developing the strategic direction and clinical leadership to deliver Place-based priorities,

aligned to the SWL Integrated Care Partnership Strategy, the SWL Joint Forward Plan and

the NHS Operating Plan. The post holder will also provide sound clinical advice and guidance

on their clinical lead portfolio, working collaboratively with clinical leaders and key stakeholders to ensure the appropriate, consistent and successful delivery of Place-based priorities.

·       Support the Place Clinical Director in setting out the strategic direction for clinical leadership at Place, including supporting the clinical lead team,

·       Deputise for the Place Clinical Director in wider stakeholder meetings as appropriate,

·       Lead clinical transformation across a borough/s,

·       Support the delivery of Place local health and care plans,

·       Support the delivery of clinical networks transformation plans by turning these into local actions so that change is implemented at Place level,

·       Support the delivery of South West London-wide programmes by turning these into local actions so that change is implemented at Place level,

·       Work in a matrix with the ICB team and South West London-wide leads where required for large programmes of work

NHS South West London Integrated Care Board (ICB), as part of South West London Integrated Care System (ICS), is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our six boroughs: Croydon, Merton, Kingston, Richmond, Sutton and Wandsworth.

Each ICS consists of two statutory elements:

  • an Integrated Care Board, bringing the NHS together with its partners locally to improve health and care services
  • an Integrated Care Partnership (ICP): the broad alliance of organisations and representatives concerned with improving the care, health and wellbeing of the population, jointly convened by the ICB and local authorities in the area.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of integrated care systems (ICSs):

  • to improve outcomes in population health and healthcare;
  • tackle inequalities in outcomes, experience and access;
  • enhance productivity and value for money and;
  • help the NHS support broader social and economic development.

NHS South West London Integrated Care Board decides how the South West London NHS budget is spent and develops plans to improve people's health, deliver higher quality care, and better value for money.

The primary aim of this role will be to support collective and collaborative focus on the delivery of Place priorities. The postholder should:

  • Have an interest in supporting Place-based transformation programmes and in working with the Place team,
  •  Have experience in working on programmes/ projects with associated SMART targets,
  • Be available to attend local and, where appropriate SWL meetings in order to represent the Place perspective and give a clinical primary care perspective
  • Subsequent to such meetings, the clinical lead will be involved, as appropriate, 
    in locally taking forward work/changes agreed in such meetings,

Education / Qualifications

  • Accredited healthcare professional
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Relevant postgraduate qualifications
  • Significant evidence of continued professional development
  • Current registration with relevant professional body i.e. GMC, NMC, HCPC, GPhC or equivalent

Knowledge and Experience

  • Proven leadership experience as a clinical practitioner
  • In-depth professional knowledge in a number of disciplines such as financial management, performance management, information systems, staff management acquired through training and experience over extended period
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
  • Demonstrated experience in a Healthcare environment
  • Extensive experience of setting up and implementing internal processes and procedures
  • Experience of managing and motivating a team and reviewing performance of the individuals.

  • Highly developed communication skills with the ability to communicate and present on highly complex, sensitive and/or contentions matters and difficult situations
  • Ability to persuade board and other senior managers of the respective merits of different options, innovation and new market opportunities.
  • Ability to negotiate on difficult and highly complex and detailed issues
  • Intermediate (or advanced) Keyboard skill – ability to use Microsoft Office package at intermediate (or advanced) level.
  • Ability to analyse numerical and written data, assess options and draw appropriate conclusions
  • Ability to develop, maintain and monitor information systems to support innovation initiatives
  • Ability to make sound judgement in the absence of clear guidelines or precedent, seeking advice as necessary from more senior management when appropriate
  • Skills for delivering results through managing through others and using a range of levers in the absence of direct line management responsibility.
  • Leadership, vision, strategic thinking and planning with highly developed political skills
