NHS North East London Integrated Care Board (ICB) was formed on 1 July 2022.

We are an exciting new organisation putting the needs of communities at the heart of our commissioning arrangements.

We are working with local people and partners across health, social care and the voluntary sector in innovative ways to improve health and wellbeing for all our communities. Our key priority in the next year will be to develop closer integrated and collaborative ways of working with all our partners to implement our Out of Hospital Strategy.

Trosolwg o'r swydd

The senior workforce programme manager is responsible for managing complex projects under a  programme of work with a North East London system wide focus on education and apprenticeships. This will include coordinating and planning national, or London programmes linked to strategies such as the NHS Long Term Plan, People Promise and Skills for Care workforce strategy, ensuring we successfully deliver these for employers and the residents of North east London. You will be working with local partners across North East London to identify localised or sector specific challenges and putting interventions in place or making recommendations to relevant groups.


The post holder will coordinate the North East London apprentice programme and associated North East London apprentice working group, ensuring the North East London system meets national KPIs linked to apprentice utilisation and that the North East London system is well placed to become a leader in apprentice provision. The post holder will be the link between the national/regional  apprenticeship team and apprentice leads across North East London.


Bringing a detailed knowledge of project management, apprenticeships and education the Senior Workforce Programme Manager will play a pivotal role in the large-scale transformation which is being undertaken within North East London to enable health and care to be delivered to patients.

  • The NEL apprentice programme. Ensuring the NEL system meets national targets around apprentice starts and that the system is well placed to become a leader in apprentice provision.
  • To coordinate system wide bids for funding opportunities that address a system need or 
    challenges in the apprentice or education area.
  • To effectively build relationships with key personnel at NEL further education and higher 
    education providers to ensure the needs of the health and care sector are being met.
  • Responsible for supporting the delivery of large-scale service reconfiguration programmes to ensure continuous improvements in the delivery of patient services and achievement of NEL ICS strategic objectives.
  • Communicate effectively, build, and maintain strong influential relationships with a wide range of stakeholders across all NEL partner organisations that are particularly invested in the programme,
  • Ensure the design and development of the workforce regarding the delivery of the
    programmes, i.e., workforce plans, role redesign, recruitment plans, and working patterns,

Knowledge

  • Use advanced analytical and judgement skills. including understanding and application of complex statistical and numerical data
  • Knowledge of financial systems e.g. monitoring budget management, processing invoices and procurement
  • Evidence of planning and delivering programmes and projects, and services on time
  • Numerate and able to understand complex financial issues combined with deep analytical skills

Experience

  • Evidence of leading successful project and/or operational performance and improvement; including business case preparation, service initiation/commissioning, contract negotiation, and the development and monitoring of output and outcome measures
  • Extensive programme management experience in large complex organisations, including design, development, implementation and management of change in a multiple stakeholder environment
  • Experience of drafting briefing papers and correspondence
  • Workforce Transformation Experience
  • Experience of monitoring budgets and business planning processes

Education / Qualifications

  • Relevant Masters, equivalent professional qualification or equivalent experience
  • Evidence of continued professional development

  • Formal qualification in Project Management (PRINCE 2) OR equivalent
