Job overview

We have an incredibly exciting and rare opportunity to lead and manage the successful implementation of an exciting new community mental health pilot. The programme is a strategic priority for the Trust and will have a major national profile with NHS England who are hoping that the pilot will radically transform how we deliver mental health care in the UK.

Following a highly competitive bid process, Lewisham was selected by NHS England as one of six national pilot sites to test a new model of mental health care for adults with serious mental health needs. The bid was led by South London and Maudsley NHS Foundation Trust, as part of the Lewisham Mental Health Alliance.

 

Main duties of the job

The Programme Manager will lead a diverse group of stakeholders, manage dependencies across programmes, and support the strategic objectives of the pilot through structured methodologies and effective leadership. 

Working collaboratively with operational and leadership teams, and NHS England, the role will foster a culture of shared learning, and adaptive change management.

This position is key in driving the evaluation framework, supporting decision-making for future interventions, and maintaining high programme quality as it transitions into business as usual.

This dynamic role requires flexibility, expertise, and an ability to act as a trusted advisor to internal and external partners, contributing to the development and delivery of the pilot, as well as exit strategies, and future investment planning for the redesign of mental health services.

Detailed job description and main responsibilities

Key Responsibilities of the role:

·       Lead, support, and drive the implementation plan of the Lewisham community pilot and ensure that delivery is within set timelines and resources and outcomes.

 

·       Be an integral part of the implementation team, and work closely with the SRO, Programme Director, Operational and Team Leadership to provide effective change management and programme management for implementation of the new model.

 

·       Be a key link between the programme team and the NHS England national support team, and engage with other pilot sites, across the country, sharing learning and insights.

 

·       Drive the evaluation approach that may inform changes to improve the approach and aid decision-making about future courses of action.

 

·       Manage and utilise the necessary tools, templates and methodologies required to support the development of the programme.

 

·       Participate in relevant internal and external working groups or projects and be a trusted advisor, provide expertise, and constructive challenge, as and when required.

 

·       Lead a diverse group of stakeholders and support them with the large-scale change, as well as have the ability to adapt approaches, so that the change can be managed in the most effective way.

 

·       Manage dependencies of other programmes and ensure realistic plans are in place.

 

·       Develop and maintain realistic programme delivery plans with support from key stakeholders, in accordance with the Governance arrangements in place, and publish these to the SRO and the Programme Board, as well as any other groups/forums, in a timely manner.

 

·       Establish and ensure appropriate controls are put in place to maintain the quality of services and ensure the programme is successfully transitioned into “Business as Usual” once completed.

 

·       Develop exit plans as the programme nears completion, contributing, as appropriate, to the development of business case proposals for future investment plans and potential return on investment.

 

Person specification

Education and Qualifications

Essential criteria
  • Degree and/or Masters or Equivalent qualification
  • Programme Management Qualification E.g. Managing Successful Programmes (MSP) or equivalent relevant experience.
Desirable criteria
  • Change Management qualification, and/or equivalent experience.
  • Evidence of continued professional development.

Experience and Knowledge

Essential criteria
  • Extensive experience of leading change programmes in large/complex organisations
  • A successful track record of delivering programmes, to time, cost, and quality
  • Experience of leading the development and/or implementation of quality/cost improvement plans
  • Previous experience of managing change across multi-disciplinary organisations
  • Experience of developing and producing implementation plans and strategies
  • Experience of working with a range of internal and external stakeholders and fostering positive relationships
  • Experience of managing and motivating a team (including subordinate staff)
Desirable criteria
  • Experience of working at a strategic level in the NHS, in a mental health environment
  • In depth understanding of how mental health hospitals work. • Excellent commercial acumen that may have been developed in the private or public sectors
