We have been working together in a Partnership between Barnet, Enfield and Haringey Mental Health NHS Trust and Camden and Islington NHS Foundation Trust for some time, with a single Chair and Chief Executive since 2021 and single Executive Team since 2022. We launched our North London Mental Health Partnership Strategy in May 2023 and in July 2023 our Boards agreed that coming together to create one new Trust is best for our service users, our staff and our local communities. Subject to final approvals, we will be formally established as one new Trust on 1 October 2024.

Job overview

The post holder will contribute Fire management expert knowledge and experience in guiding the trust through the challenges of managing a large scale mental Health Trust Fire compliance. The aim will be to provide leadership forming cooperative engagement with key stakeholders across the trust. The post holder will define clear strategic direction, setting out plans for compliance and Training delivery .

Main duties of the job

To provide specialist advice on matters of Fire safety across the Trust, in order to enable the Trust to achieve compliance with relevant Fire Safety legislation.

Responsible for bringing Fire Safety specialist service to the Trust, working autonomously and accountable to the Head of Non-Clinical Risk.

Ensure compliance with all relevant legislation and guidance

Write, manage and monitor the Fire Safety Policy and protocols

Responsible for the delivery of fire safety training, develop, manage, deliver, monitor and review all Fire Safety related training.

To ensure fire safety incidents are investigated and followed up appropriately

To undertake fire risk assessments on all Trust Premises

To ensure the Fire Risk Assessment program is kept updated

To be proactive in raising awareness of fire safety issues by:

  • Designing and implementing training programs
  • Provide training / refresher training courses for Trust staff
  • To maintain the Trust's risk register with regard to Fire Safety Risks.

In conjunction with external advisors (where necessary), advise on Fire Safety requirements for capital projects.

Detailed job description and main responsibilities

Coordination and management of the responsibilities flowing from the provisions of the Regulatory Reform Fire Order 2005, and HTM05.

To undertake fire risk assessments in all premises managed by the Trust and coordinate and ensure that identified remedial works are logged and actioned. Prepare reports and prioritise action plans following risk assessments.

Carry out audits of the Trust portfolio on a regular basis to ensure standards of fire prevention and safety are maintained.

To ensure that fire precautions meet the standards set out in documents issued by the Department of Health and with other statutory requirements and recommendations of relevant codes of practice.

Liaison with the Fire and Rescue Service in dealing with all Fire Safety issues with focus specifically on non-conformances and any deficiency notices.

Coordination and management of contractors in relation to Fire Risk Assessments or deficiency notices and ensuring quality checks are undertaken.

Coordination of all internal stakeholders with regards to delivering the recommendations of fire risk assessments.

Provide technical advice, guidance and support on relevant statutory and regulatory requirements and standards in order to minimise fire risks and hazards.

Ensure fire related projects and maintenance are of high quality and bring to the address or escalate rejected or defaulted work as appropriate.

Respond to staff requests for improvements according to legislative and Trust requirements in order to deliver a customer focussed service.

Ensure appropriate consultation is carried out before, during and on completion of works, either collectively or individually

Maintain up to date knowledge of Fire Safety Regulations, national and local trends and initiatives in order to continuously improve service.

Formulate and deliver a suitable programme of fire safety training to the whole of the Trust workforce. Methods to include e-learning, remote training using Microsoft Teams and face to face training methods as appropriate including specialist methods where appropriate such as the use of Evac-Chair and other associated evacuation equipment.

To provide induction training of new staff in fire precautions and procedures.

To instruct staff in fire precautions, use of fire-fighting appliances and all other fire protection methods.

To give instruction on patient and personnel evacuation.

To arrange and carry out fire drills/evacuations at agreed intervals / times in conjunction with the relevant Team Leaders / Ward Managers.

To prepare ad hoc reports when required by the Head of Non-Clinical Risk, Deputy Director of Estates & Facilities or the Director of Estates and Facilities.

Keep records of all fire incidents and false alarms, and ensure that fire reports are prepared in a timely manner to a standard format and where necessary issue remedial advice on the emergency.

Comply with health and safety procedures and processes, monitor contractor compliance and deal with any non-compliance in accordance with Fire Safety and related Trust Policies.

Provide monthly status reports on all fire safety works/activities

Qualifications

Essential criteria
  • Fire Safety degree or extensive practical experience and appropriate national training i.e. Specialist Fire Safety Course at Fire Service College. Specialist Fire Safety Inspecting Officers Course at the Fire Service College
  • Training in Healthcare Fire Safety
  • Fire Investigation course at Fire Service College
  • Registered as a fire risk assessor with a recognised accredited body

Experience

Essential criteria
  • Working across organisation boundaries to improve standards
  • Working with external agencies and influencing change.
  • Experienced in undertaking various types of fire risk assessments
  • Experienced in operating at senior management levels
  • Extensive experience in preparing and delivering training/ Fire Safety surveys

Knowledge

Essential criteria
  • Subject matter expert with extensive knowledge and ability to interpret and assure compliance with The Fire Safety Order, Firecode and Building Regulations.
Desirable criteria
  • Knowledge of fire modelling techniques
  • Knowledge of fire risk management techniques
  • NEBOSH or similar H&S qualification
