Job overview
The post holder will be responsible for scientific leadership and having comprehensive oversight and responsibility of all scientific and managerial matters across a designated Unit in UKHSA’s public health microbiology laboratories within its Public Health Microbiology Division.
Main duties of the job
The role responsibilities will focus on ensuring that there is good governance generally overall and specifically in respect of Health & Safety, Quality Standards, Regulatory Compliance, HR Management and Risk Management within the Specialised Microbiology & Laboratories lead component of the role and on ensuring Clinical Governance; Information Governance and Quality Standards in the Unit. The post holder may work with colleagues who are based across the country at different sites and/or who work remotely.

Detailed job description and main responsibilities
MAIN DUTIES AND RESPONSIBILITIES
Leadership
• Lead and manage the scientific and operational service delivery for the designated Unit to ensure seamless working between teams and corporate business functions.
• Lead on behalf of the Deputy Directors on all areas relating to finance, business planning and commercial development, working with Heads of Laboratory Business Operations, corporate leads e.g. Finance Business Partner, ensuring embedded teams work to common national standards and practices.
• Attend and be an active participant of the Senior Management Team, if required.
• Be responsible for shaping a culture of change and innovation and promoting a positive change culture across UKHSA’s public health microbiology laboratories.
Management
• Deliver the budgeting, resourcing, planning and business management, working with Heads of Laboratory Business Operations, Heads of Technical Services, SM&L divisions and corporate leads in UKHSA to ensure the division meets its corporate requirements and liaises effectively with others.
• Day to day scientific and managerial leadership for all staff assigned to the designated Unit
• Lead for identifying savings in the Unit.
• Lead on the update of all corporate reporting including the maintenance of the Corporate and Divisional Scorecards ensuring there is robust, meaningful, transparent and easily digestible management information to aid decision-making and action
• Lead on the coordination of and the maintaining of the designated Unit’s list of deliverables/outputs and monitor delivery, to ensure that the designated reference services meet the needs of internal and external stakeholders.
Laboratory Service leadership
• Provide expert scientific leadership and be responsible for strategic development and operational service delivery in the designated laboratory Unit.
• To set scientific strategy and direction for the designated Unit, working with the Deputy Directors
• To ensure that the laboratory delivers and develops services and provides expert advice for wider public health delivery, and also provides national and international specialist services and advice to internal and external customers.
• To manage the provision of an efficient, effective and timely service, ensuring maximum productivity within allocated resources and budgets and within agreed performance standards.
• To ensure that services are delivered under a Quality Management System in accordance with UKHSA policies, and the Quality standards set by relevant external accreditation bodies (e.g. UKAS)
• To be accountable for Health and Safety of all staff and visitors within the designated Unit.
• To support and develop the workforce, in line with UKHSA’s remit, to support capability and capacity, including technical and professional skills to meet the challenges involved in protecting and improving the public’s health.
• To maintain and further develop the national and international reputation of the designated Unit through development of strategic academic, public sector and other partnerships including funding application, participation, design, implementation and overall management of appropriate R&D projects.
• To deputise for the Deputy Directors, as appropriate.

Location
This role is being offered as office/lab based at our Scientific Campus in Colindale. If based at one of our scientific campuses, you will be required to have a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and

Essential criteria
- PhD in a biological science
- HCPC Registration or registration to be obtained with 18 months of taking up the role
- CPD participation

Essential criteria
- National/International recognition for organism specific or subject matter expertise
- Expertise in the specialist area covered by the post
- Experience in laboratory technology; broad experience of culture, resistance monitoring, molecular and serological assays, and test evaluations as appropriate
- Experience of working within a quality system
- Understanding of quality assurance principles and procedures
- Understanding and experience of laboratory safety regulations and procedures
- Experience and understanding of project management
- Understands the role of IT in the laboratory
- Evidence of using technical experience to assess new and existing systems and processes to innovate and initiate change in laboratory practice
- Detailed knowledge of specialist and reference microbiology functions and their contribution to public health
Desirable criteria
- Experience of financial management including managing budgets
- Experience in business management and development of business plans; relevant business or management training to certificate level
