Job overview

We are currently recruiting for a Senior Appeals Practitioner to join our Complex Care team.   It is an exciting time to be joining NCL ICB – we have commenced an organisational change programme to redesign the structure of the organisation and the way that we work to better meet the needs of our population, our people, our system, and our partners.

As Senior Appeals Practitioner, you will be responsible for the day-to-day management of the CHC appeals and retrospective team, ensuring compliance with the National Framework for CHC and FNC as well as all relevant National legislation and local guidance. The post holder will have an in-depth knowledge of the National Framework and support others in its implementation, whilst ensuring a high-quality service is delivered in a timely manner.

 

 

Main duties of the job

Responsible for the management of all processes and the clinical team related to CHC appeals and retrospective assessments. Ensuring that the ICB meets its statutory duties in relation to CHC appeals and retrospective assessments in accordance with the current National Framework for Continuing Healthcare and NHS Funded Nursing Care. Apply their specialist knowledge and skills to ensure the team meets the timeframes for the retrospective and appeals processes and ensure the pathways are clearly followed in line with the Policies. Investigating complex cases, completing assessments and meetings as necessary. Provide support and guidance to the appeals and retrospective team members to ensure quality assessments are completed, appropriate outcomes are reached, and best practice is achieved throughout the appeals and retrospective processes. Ensure that accurate records are maintained for each case as well as panel decision and IRP recommendations. Representing the ICB at NHSE Independent Review Panels as appropriate and/or provide support to other team members who are required to attend. Identify learning from appeals, retrospectives, IRP’s, and ombudsman’s decisions. Develop, monitor and manage action plans to ensure learning and improve practice across NCL CHC services.

Education & Qualification

Essential criteria
  • First level qualification registered with the Nursing and Midwifery Council (NMC) or qualification with the appropriate body for Allied Health Professions – Occupational Therapy, Physiotherapy, Clinical Psychology etc. and HCPC registered.
  • Evidence of continuing professional development.
Desirable criteria
  • Community Nursing Qualification or Relevant experience in a community healthcare setting.

Experience

Essential criteria
  • Experience of NHS continuing healthcare assessments, funded nursing care assessments and their application to health services for older people.
  • To demonstrate a working knowledge of the guidance on NHS Continuing Healthcare and NHS Funded Nursing Care and a solid understanding of the background of continuing healthcare care.
  • Experience of completing appeals and retrospective claims.
  • Experience of chairing Local resolution panels.
  • Experience of preparing and attending for IRP’s and ombudsman.
  • Demonstrate awareness of the complex issues involved when working across organisations and disciplines.
  • Understanding of professional and personal accountability in line with their Code of Professional Conduct.

Knowledge

Essential criteria
  • Current knowledge of the relevant National Service Frameworks e.g. older people, long term conditions, cancer care, and the NHS Plan as well as current issues affecting the NHS and Social Services.
