On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
•    to improve outcomes in population health and healthcare
•    tackle inequalities in outcomes, experience and access
•    enhance productivity and value for money 
•    help the NHS support broader social and economic development.

North Central London’s population is incredibly diverse, and continues to grow and change. Job overview

The post holder will support the Head of Procurement and Market Shaping to maintain an in-depth knowledge of the market to ensure best value, quality and innovation are secured through the strategic commissioning, contracting and procurement activities of the Directorate. This includes contributing to the organisational and directorate efficiency plans and ensuring we have a robust strategy.

The post holder will support the development and implementation of a procurement strategy that enables us to achieve our corporate objectives and strategic ambitions for improved population health outcomes. The postholder will hold responsibility for coordinating internal audit requirements and ensuring that there are accurate and up-to-date documentation supporting market development, shaping and procurements. This will involve reporting on the progress, impact, and benefits of our market engagement and procurement activities, as well as managing the markets of our service portfolios.

The post holder will be required to ensure market engagement and qualitative/quantitative analysis supports the approach to negotiation and procurements.

There will be a requirement to work collaboratively with other departments to deliver the overarching objectives and to deputise/cover other portfolios during periods of leave or absence.

The post holder will be required to work in one of our central London offices at least once a week and will be able to work flexibly from home on other days of the week.

Main duties of the job

•    Delivery of the Strategic Procurement Support function as set out earlier including the delivery of efficiencies, planning and contracting requirements. This includes the delivery of all procurement related advice, support and leadership required by the directorate and to act as a Subject Matter Expert (SME) for ICB as required.
•    Development and implementation of a wide range of strategies to improve services commissioned to meet both corporate and population health priorities. This will include strategic approaches to commissioning, contracting, efficiencies or procurements as well as service changes or other matters related to the wider remit of the ICB and NHS.
•    Actively engaging with the market to gain intelligence to inform our approach into the shaping of our markets such as the strategic approach to be taken for out of hospital services or the implementation of our VCS Strategy and others, as well as providing the bridge between the external Procurement Hub and the ICB/ICS.
•    Reporting on the progress, impact and benefits of our strategic market engagement and procurement activities including identifying how these are contributing to the delivery of our priorities and efficiencies.

Education / Knowledge / Qualifications

Essential criteria
  • Educated to Masters degree level or equivalent level of experience of working at a senior level in an ICB or equivalent NHS organisation.
  • Evidence of continuing professional development.
Desirable criteria
  • Evidence of finance continuing professional development.

Experience

Essential criteria
  • Extensive experience in the following areas of the contracting and commissioning cycle:
  • Managing the end to end processes associated with procurement including all pre-procurement, procurement (including assessment, interviews etc) and post-procurement and contracting processes.
  • Developing, leading and delivering high impact transformation, efficiency and change programmes
  • Developing high quality, high impact strategies designed to improve outcomes and system performance
  • Managing complex multi - disciplinary teams delivering a range of commissioning, contracting, strategy, transformation and efficiency functions
  • Managing and providing strategic leadership of a range of governance processes such as contracts registers and procurement oversight frameworks
  • Developing contracting and procurement frameworks
  • Experience of producing high quality system reports and other documentation.

Skills/ Abilities

Essential criteria
  • Some understanding of the background to and aims of current health and social care policy in London, including within community services.
  • Good level of analytical skills, including analysis of data using Excel/ related tools.
