On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
•    to improve outcomes in population health and healthcare
•    tackle inequalities in outcomes, experience and access
•    enhance productivity and value for money 
•    help the NHS support broader social and economic development.

North Central London’s population is incredibly diverse, and continues to grow and change. Job overview

The Assistant Director of Strategic Commissioning will be responsible for managing a wide range of strategic and operational processes for the ICB including providing strategic commissioning expertise and knowledge to identify/inform strategic commissioning opportunities to ensure that our portfolio of commissioned services contributes to our population health outcomes through the coordination and delivery of strategic and thematic reviews / recommendations.

The postholder will lead the development and implementation of innovative contracting approaches, efficiencies and frameworks that achieve ICB corporate priorities with regarding to our portfolio of commissioned services and contracts. The post will also be instrumental to ensuring the ICB’s processes comply with all current and emerging legislation around how we procure, contract and manage the services we are responsible for and add value to the organisation. This will include responsibility for market shaping activities that support our procurement pipeline, drawing on specialised external support as needed.

Following the organisational change programme we have undertaken to redesign our structure and organisation to meet the challenges of the future we are seeking an experienced NHS professional who has worked at Band 8C or above within a Commissioning Organisation to step into the role leading our Procurement, Market Shaping, Business Processes and Strategic Planning functions.

 

This role requires an experienced professional with the experience of leading major change programmes, developing and implementing high impact strategies and ensuring we meet our efficiency and transformation objectives and aspirations.

Person specification

Education / Knowledge / Qualifications

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in an ICB or equivalent NHS commissioning organisation.
  • Evidence of post qualifying and continuing professional development in areas relevant to the role.
  • Extensive experience in the following areas of the NHS contracting and commissioning cycle: • Developing, leading and delivering high impact NHS and ICS transformation, efficiency and change programmes
  • Developing high quality, high impact NHS strategies designed to improve outcomes and system performance
  • Managing complex multi-disciplinary teams delivering a range of NHS/ICS commissioning, contracting, strategy, transformation and efficiency functions
  • Managing and providing strategic leadership of a range of NHS governance processes such as contracts registers and procurement oversight frameworks
  • Developing NHS and ICS contracting and procurement frameworks
Desirable criteria
  • NHS Financial planning and evidence of finance continuing professional development.

Experience

Essential criteria
  • Experience of managing multiple NHS programmes related to Contracting, Procurement, Transformation, Efficiencies and Service Change simultaneously aimed at a range of strategic and tactical areas.
  • Experience of producing high quality Integrated Care System level business cases and high quality NHS ICS implementation plans, including but not limited to implementing provider collaborative programmes.
  • Proven track record of having successfully managed a portfolio of NHS programmes or projects, including significant experience of programme leadership including managing a PMO that reports to a CEO level programme board meeting.

Skills/ Abilities

Essential criteria
  • Strong NHS provider stakeholder engagement skills, including the provision of high quality written engagement material for external organisations including Local Authority or NHS Provider meetings.
