London Ambulance Service covers an area of 620 sq. miles, serves one of the world’s most dynamic and diverse cities and is the busiest ambulance service in the UK. We handle over 1.9 million emergency calls from across the capital and attend more than 1.2 million incidents every single year as well as delivering a 24 hour NHS 111 Integrated Urgent Care Service in South East and North East London that we estimate will respond to around 1.4million urgent care calls by the end of the year.

 

We employ over 9,000 people who work or volunteer across London to respond to the health needs of over eight million people who live, work and travel in the capital. We work closely with our NHS partners and are commissioned by 32 clinical commissioning groups spread across 5 sustainability and transformation partnerships (STPs) and NHS England for our specialist services. We work alongside London’s hospital, mental health and specialist trusts, as well as the five STPs across Greater London.

 

In addition we work in partnership with the other emergency services, London’s Air Ambulance and London’s Resilience Forums to make sure we are ready and prepared to respond to major incidents and ensure we keep Londoners safe. As the only pan-London NHS provider we have a unique opportunity to play a leading role in integrating access to emergency and urgent care right across London.

 

Job overview

·         To advise the Building Services Manager on building service issues affecting the

planning and implementation of the Trust-Wide Estates strategy.

·         To prepare and develop annual programmes for building services maintenance and capital projects.

·         Investigate market trends for procurement and building services management and

implement work practice/polices.

·         Ensure continuous supply of plant and utilities to essential LAS Services, in consultation

with IM&T managers.

·         Develop, maintain and supervise Engineering Standards and Corporate Maintenance

Polices.

·         Develop and maintain Estates asset register database.

·         Produce orders for minor Estates maintenance.

·         To project manage all Estates major engineering projects, liaising with all

consultants, preparing briefs and monitoring budgets.

·         Develop/compile Business Cases in conjunction with operational managers, incorporating

operational data/statistics.

·         Monitor total engineering of the Estate to ensure compliance with Health and Safety

requirements.

Main duties of the job

·         To assist the Building Services Manager with all building services matters.

·         To deputise in absence of the Building Services Manager.

·         To arrange planned and adhoc repairs and maintenance of building, mechanical and

electrical works ensuring satisfactory completion.

·         To prepare annual schedules of condition in order to develop long term maintenance plans.

·         Maintain up to date knowledge of new legislation covering building mechanical and

electrical services including but not limited to fire safety, building regulations, electrical

regulations, CIBSE, Health and Safety.

·         Project manage major M&E maintenance works ensuring effective liaison with local

operational managers to minimise operational disruption and ensure continuity of service.

Ensure critical areas served by Mechanical and Electrical services including Building Management Systems, are maintained in good working order.

·         To ensure a regular programme of maintenance and repair to all buildings and stations is

maintained.

·         Liaise with operational managers regarding proposed maintenance works and keep

operational managers informed of programme of works.

·         To ensure effective budgetary control of M&E works, providing estimates, monthly

statements on expenditure and processing invoices for payment.

Detailed job description and main responsibilities

·         To assist the Building Services Manager with all building services matters.

·         To arrange planned and adhoc repairs and maintenance of building, mechanical and

electrical works ensuring satisfactory completion.

·         To prepare annual schedules of condition in order to develop long term maintenance plans.

·         Maintain up to date knowledge of new legislation covering building mechanical and

electrical services including but not limited to fire safety, building regulations, electrical

regulations, CIBSE, Health and Safety.

·         Project manage major M&E maintenance works ensuring effective liaison with local

operational managers to minimise operational disruption and ensure continuity of service.

Ensure critical areas served by Mechanical and Electrical services including Building Management Systems, are maintained in good working order.

·         To ensure a regular programme of maintenance and repair to all buildings and stations is

maintained.

·         Liaise with operational managers regarding proposed maintenance works and keep

operational managers informed of programme of works.

·         To ensure effective budgetary control of M&E works, providing estimates, monthly

statements on expenditure and processing invoices for payment.

·         To prepare tender specifications, providing all necessary documentation, to include

drawings, plans, contract details and pre tender health and safety files and Building

Regulations are complied with.

·         Seek tenders and select suitable contractors to undertake repairs, ensuring ordering of

works complies with Financial Standing Instructions and Policy Guidelines laid down by the Executive Trust Board.

·         To supervise the work of contractors, inspecting work during and on completion of projects, issuing variations, and additional orders where necessary.

·         To check work at the end of the maintenance period and use professional judgement to

agree final account and issue completion certificates.

·         To provide advice on issues such as Health & Safety, Approved Codes of Practice, Best

practice and any other professional advice commensurate with the post.

·         To assist the Building Service Manager with Energy control and monitoring.

·         To provide reports/information as set down in the Maintenance Standards and Polices and any other information relating to the London Ambulance Service estate as requested by the Head of Estates & Facilities.

·         Negotiate with external contractors programmes of work and effectively communicate to

operational staff to ensure minimal disruption to operational service

·         To assist the Building Services Manager in the preparation of all maintenance

programmes and the identification of any Capital Works.

·         Carry out feasibility studies for proposed works, prepare option appraisals, including cost

estimates and prepare final reports for internal use.

·         To undertake any other duties and tasks appropriate to the post as directed by the Building Services Manager.

Person specification

Qualifications, Accreditations, Education

Essential criteria
  • Degree in Building Services engineering or equivalent.
  • Qualified Chartered Engineer or membership of equivalent professional association or equivalent experience
  • Extensive post-qualification training and experience in Estates, Facilities and complex project management in the Private or Public sector.

Experience

Essential criteria
  • Extensive experience of managing mechanical and electrical plant to critical services.
  • Estate, Facilities and Project Management experience either within the public or private sector
  • Have held financial delegation.
  • Experience in implementing, developing and operating safe systems of work.

Knowledge and Skills

Essential criteria
  • Preparing and writing budget.
  • Construction Design and Management Regulations
  • Knowledge/understanding of statutory and local requirements including electrical regulations, planning permissions, conservation area applications etc
  • Specialist knowledge of all building services installations
