Job overview

The role is key to fulfilling the Finance and Business Intelligence directorate responsibility of creating an environment of assurance around financial governance and ensuring financial information is processed in accordance with relevant accounting, legal standards, and statutory timescales. This is a key foundation of creating insight to drive great care close to home.

This post will have clear line of site to the patient in creating this essential foundation and environment of financial assurance and governance, but also plays a vital role in the effective and efficient purchase of goods and services for our patients, and remuneration of our people that provide the care and support to them.

This role will also act as the main support to the Lead Financial Accountant with regards to liaison with external partners with financial services, payroll, procurement, counter fraud, internal and external audit

 

Main duties of the job

Working together as part of a multi-skilled team, the Technical Accountant will be responsible for ensuring high quality, sustainable service delivery including financial sustainability, effective performance, positive organisational reputation, and ensuring continuous improvements in the delivery of services across LCHS.

The role is key to fulfilling the Finance and Business Intelligence directorate responsibility of creating an environment of assurance around financial governance and ensuring financial information is processed in accordance with relevant accounting, legal standards, and statutory timescales. This is a key foundation of creating insight to drive great care close to home.

They will do this through maintaining a focus on systems, processes, culture, performance and behaviours. in a flexible and nimble way to service business need and priorities.

The postholder will ensure the relevant financial accounting systems and processes (including capital) are in place and adhered to, have the technical expertise to investigate, interpret, and advise on often complex financial queries, and be the key role in preparing and completing statutory accounts and returns.

This role will also act as the main support to the Lead Financial Accountant with regards to liaison with external partners with financial services, payroll, procurement, counter fraud, internal and external audit etc

Detailed job description and main responsibilities

Work with the Lead Financial Accountant to develop and implement effective financial policies and procedures to ensure the Trust remains financially viable, minimises financial risk and maximises use of resources. 

Implement and maintain the necessary systems, controls and procedures to deliver a high level of assurance (as verified by internal auditors) and compliance with Standing Financial Instructions. 

To ensure the relevant financial accounting systems and processes (including capital) are in place and adhered to, have the technical expertise to investigate, interpret, and advise on often complex financial queries, and be the key role in preparing and completing statutory accounts and returns. 

Advising on current technical accounting developments to management and finance staff.

 The post holder must be able to make judgements on financial decisions. This will include the interpretation of NHS policy, the impact of decisions and the financial requirements of, or consequences to the Trust’s key activity.

Manage treasury activities in accordance with the relevant policies and procedures. 

To be the key support to the Lead Financial Accountant with the production of statutory annual accounts in accordance with guidelines and timetable. Responsible for month 9 and month 12 detailed reporting to NHSE. 

Ensuring there are appropriate financial governance policies and procedures underpinning the use of finance in practice. 

To act as the main support to the Lead Financial Accountant with regards to liaison with external partners with financial services, payroll, procurement, counter fraud, internal and external audit etc. 

To assist the Lead Financial Accountant in all external audit matters, including statutory interim and final audits. To work closely with External and Internal Auditors to incorporate new accounting standards and best practice into the workings of the Finance function and, in particular, to take responsibility for coordinating the timely implementation of audit recommendations. 

To work collaboratively across the Finance and Business Intelligence Directorate, trust and wider system, adding value and technical expertise to operational and tactical initiatives and using expertise to inform longer term direction.

 To undertake other work commensurate with the level and seniority of the post.

Qualifications

Essential criteria
  • Professional Accountancy Qualifications –postgraduate Diploma Level or equivalent experience
  • Evidence of recent/relevant CPD

Skills and compentencies

  • Providing and receiving complex information
  • Discussing financial queries with staff, suppliers, internal customers, which are often complex and may be contentious, including reasons for delays in payment and other sensitive issues
  • Analysing complex facts or situations that require interpretation and comparison of a range of options
  • Persuasive, motivational, negotiating, training skills

Knowledge

Essential criteria
  • Specialist knowledge and expertise across one or more specialised areas including management
  • Specialist knowledge to provide detailed advice and guidance to finance and non-finance managers on complex matters
Desirable criteria
  • Understanding of NHS financial regime and legislation (including NHS Finance and VAT rules), and ability to ensure the organisation adheres to it

Experience

Essential criteria
  • Negotiating with NHS, external organisations over cost, service issues.
  • Contributing to long-term financial plans, making plans for tax and legislative changes
  • Analysing complex financial trends involving many streams of data and forecasts strategic and operational financial expenditure using a wide range of data and assumptions; developing and advising on complex business plans and investigates and resolves complex payment errors
  • Planning and organising complex activities or programmes, requiring formulation and adjustment; making daily adjustments to plans, schedules in order to deal with organisation requirements and to ensure targets are met, coordinates and plans activities with other professionals and agencies e.g. auditors, Inland Revenue Special attributes/specific requirements
