An exciting opportunity exists for a Senior Category Manager to work within the Procurement and Supplies Department of the University Hospitals of Leicester NHS Trust.  

As a member of the Procurement and Supplies Senior Management Team  the role is responsible for leading the Clinical Category Team. Including the development and delivery of the annual workplan and procurement strategies related to the teams portfolio of work. 

Though the primary base will be County Hall and an agile approach to working is supported.

Frequent travel may be required between Trust sites and therefore the successful candidate will need to be located within a commutable distance to the Trust.

Main duties of the job

Reporting to the Deputy Head of Procurement, the post holder will provide leadership to a category management team within the  Clinical category team  and work as an Account Executive to provide a key role in the delivery of the procurement work plan with both Clinical Management Groups and Corporate Directorates as well as managing a portfolio of projects within one or more Procurement Categories to achieve the most economic supply arrangements, whilst adhering to procurement rules and Trust governance.

To be responsible for ensuring rigorous control of Procurement is maintained which complies with current legislation by acting as a comprehensive procurement advisory and planning service with reference to SFI’s and SO’s to the Clinical Management Groups and Corporate Directorates, supporting them in driving efficiency in clinical and non-clinical expenditure.

Detailed job description and main responsibilities

At a strategic level the scope is to plan, develop and implement appropriate sourcing strategies for designated categories of the Trusts c£220m pa non-pay expenditure on product and services.

The role includes:

  • Challenging and influencing both the level of demand, and the specification of demand from the perspective of a thorough understanding of the supply market.
  • Engaging and working closely with the senior stakeholders and practitioners who provide healthcare and support services to help identify improvements and changes in practice arising from supply market opportunities.
  • Documenting, communicating and influencing Clinical Management Groups, Commercial Executive Members, and other senior stakeholders to ensure effective ‘buy-in’ to the proposed category strategies.
  • Putting in place the most appropriate commercial arrangements to help ensure the right quality and least total cost to the Trust ensuring arrangements work as intended.
  • Developing and managing key relationships.
  • Additionally, the role is to act as the Procurement Account Executive for specified Clinical
  • Expert strategic procurement advice to the CMG and to relevant Executive Members.
  • A comprehensive procurement advisory and planning service to key CMG staff.
  • Supporting for staff in their role in managing non-pay resources efficiently and effectively.
  • Helping to co-ordinate category management for categories used across CMGs and Directorates
  • Support to ensure rigorous compliance with current European legislation and to provide the CMG with appropriate advice in relation to Standing Financial Instructions, Standing Orders, Probity and Stewardship.
