For external applicants, this role will be offered on a fixed term contract; for current NHS employees, it will be a secondment subject to line manager approval.
The TLHC Programme is new to Leicester, Leicestershire and Rutland and the communications and engagement Senior Project Officer will be critical to the establishment, operational rollout and onward management of the programme from a communication and engagement perspective.

The post holder will be an integral member of the TLHC Programme Team and will:
Create, manage and implement evidence-based communications and engagement plans to support the TLHC programme in LLR, including stakeholder and community engagement and communications and marketing activities.

· Support the development and management of strong working relationships with communities and stakeholders including local authorities, voluntary organisations, the NHS healthcare system, community organisations and patient groups for the progression of the TLHC programme.
· Adopt highly innovative approaches to developing strong and meaningful relationships with stakeholders and online and offline communities including a group of community champions, leaders, or spokespeople.
· Manage stakeholder mapping and analysis for TLHC to identify the levels of participation, interest and influence and determine how best to involve and communicate with each community and stakeholder group.
· Lead and work collaboratively with teams and individuals across the organisation to support the management and interaction with communities and stakeholders.
· Be responsible for the collaborative working with external organisations including the local authority Healthwatch, Voluntary Action Leicester and other overarching bodies to reach out to organisations and involve them in the work of the NHS.
· Be responsible for seeking out and working with, local resident, and community groups to develop proactive working relationships to understand their insights and issues and influence decision making affecting their communities.
· Lead stakeholder meetings and events including PPG Networks, voluntary and community sector meetings and meetings with communities of interest and ensure feedback of responses are fed into the Insights and Marketing Research Hub and influence decision making and transformation.
· Prepare and manage workshops, roundtable discussions and forum logistics including agendas, projects plans and production of insights reports.
· Ensure that we capitalise from the fast-developing digital engagement world and investigate innovative digital engagement techniques and tools to improve our methods of engagement with communities and stakeholder.
· Provide effective leadership and management of high quality, far-reaching public engagement, and consultations in line with our statutory duties across a range of communities ensuring that activities and outcomes are legally compliant and show best practice for obtaining relevant involvement in major transformation projects.
· Ensure that the success of the TLHC programme in LLR is celebrated and recognised.
· Act as lead specialist and primary contact for all information requests around communications and engagement related to TLHCs.
· Ensure that reducing health inequalities and improving population health is at the heart of our communication and engagement strategy for TLHC.
· Ensure that all activities are documented, evaluated, and reported.

- Educated to degree level or equivalent level of experience of working at a similar level in specialist area.
- Further training or significant experience in the field of communications and engagement to master’s degree level or equivalent

- Experience and understanding of evaluating and measuring the performance of communications and engagement activities.
- Experience in engagement and stakeholder and community management.
- Experience of providing business support to senior managers and managing relationships between senior professionals.
