Job overview

This exciting new role will provide an opportunity for the postholder to lead on workforce transformation programmes and financial sustainability plans and enable us to provide a strategic and coordinated approach to workforce planning here at WWL. 

A key focus of this role will be to lead on strategic and operational workforce plans and provide HR leadership to into digital workforce and informatics programmes for the trust.

Main duties of the job

·      Provide highly specialist knowledge and expertise to workforce transformation programmes across the Trust, leading the delivery of the programme and using clinical and operational leadership to drive forward the relevant programmes of work.

Plan and deliver the necessary schemes of work connected to workforce transformation, in particular, lead on the liaison with Health Education England in relation to bids for new roles for example, Advanced Practitioners, Approved Clinicians, and take a lead role on implementation, working in partnership with relevant professional departments.

To develop a strategic implementation plan which include highly complex facts requiring analysis, interpretation and a comparison of a range of options in relation to HR systems, including ESR.

Provide workforce expertise to Trust transformation programmes liaising with relevant HR SLT colleagues as needed to take a coordinated approach to the work attached to those programmes.

Lead on the coordination of submission of the workforce elements of the Operational Plan.

Detailed job description and main responsibilities

·       Develop strong networks within the Trust and GM to ensure that best practice is applied and that opportunities for development and innovation are maximised.

·       Work closely with the Associate Director of Staff Experience to ensure that any training needs identified as a result of workforce planning or transformation is built into the overall workforce training needs analysis for the Trust.

·       Work closely with the Transformation Team to ensure models to outline workforce plans in response to the business planning process exist and inform workforce priorities moving forward.

·       Hold budgetary responsibility for the monies provided to the Trust from Health Education England to support workforce transformation.

·       Keep abreast of relevant national developments in workforce and HR.

·       Undertake supervision and appraisals of relevant team members.

·       To undertake any other reasonable duty, when requested to do so by an appropriate Trust manager.

·       To understand and comply with all Trust policies, procedures, protocols and guidelines.

·       To understand the Trusts Strategic Goals and how you can support them.

·       To understand the need to safeguarding children and vulnerable adults and adhere to all principles in effective safeguarding.

·       To protect service users, visitors and employees against the risk of acquiring health care associated infections.

Person specification

Qualifications

Essential criteria
  • Master’s degree in relevant subject matter, or equivalent experience.
  • Evidence of continuous professional development in areas of workforce transformation and planning.
Desirable criteria
  • Additional training in models of workforce planning.
  • Chartered Member of the CIPD.

Experience

Essential criteria
  • Experience of leading on workforce transformation programmes.
  • Track record of leading significant programmes of work, from implementation to conclusion and evaluation.
  • Experience of bringing together and coordinating a team to work creatively and collaboratively towards shared goals.
  • Experience of communicating complex issues with staff and managers at all levels.
  • Experience in analysing complex levels of data and then simplify key themes and trends for others.
  • Experience of building productive and collaborative working relationships with internal and external stakeholders
  • Experience of building digital workforce implementation plans
Desirable criteria
  • Experience of leading on workforce transformation programmes in Health & Social Care
  • Experience of engaging Trade Unions in transformation work
  • Understanding of ESR and other HR Systems

Skills

Essential criteria
  • Excellent organisational skills, with the ability to work autonomously
  • Ability to work collectively as part of a wider team to enable positive outcomes, both internally as part of the Human Resources Senior Leadership Team, and externally with other teams of multi professional leaders.
  • Ability to draw upon and engage other experts, for example, IM&T, clinicians, other HR professionals.
  • Strong presentation and facilitation skills, with demonstrable evidence of being able to deliver sessions and presentations to senior leaders and clinicians in an engaging and compelling way.

Knowledge

Essential criteria
  • Practical working knowledge of different workforce planning methodologies
  • Practical working knowledge of workforce informatics and HR systems
  • Advanced knowledge of Microsoft products.
  • Knowledge of different tools of facilitation to get the best out of people we are working with.
