Job overview

The Head of Programme Delivery is a pivotal role which will oversee the governance and delivery process for all projects within the agreed delivery plan. These projects may span across organisations in all sectors within Lancashire and South Cumbria including providers, commissioners and third sector stakeholders. They will be critical to the development of business case propositions where a transformational approach contingent on financial investment and return may be required.

This post is only open to internal applicants within the Lancashire and South Cumbria ICB.

Main duties of the job

  • Support the Portfolio Director and SRO to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively.
  • Deputise for and work alongside the Transforming Community Care Portfolio Director in key responsibilities.   
  • Identify key deliverables for the programme, milestones and outcomes and produce a schedule for delivery
  • Lead the coordination, development, preparation and implementation of programme and project plans to agreed milestone delivery dates, resolving issues, and initiating corrective action as appropriate
  • Set up and plan the project(s) including project steering groups, project assurance function and any project teams, including project documentation
  • Contribute to the development of business case proposals outlining investment and potential return on investment.  
  • Maintain the programme governance arrangements to ensure a robust audit trail of project outputs, outcomes, and benefits.
  • Provide high quality project, service, initiative and administrative support including information and analysis
  • Undertake reporting and analysis of information to support delivery including provision of strategic reports and briefings for the programme board and other audiences
  • Work internally and externally to engage key stakeholders to ensure delivery of projects, initiatives and services to time and in a cost-effective way.
  • Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits

Detailed job description and main responsibilities

The post holder will:

  • be required to maintain constructive relationships with a broad range of internal and external stakeholders.
  • participate in relevant internal and external working groups/projects, services and initiatives to provide, information and analytical advice to strategic leads.
  • work with members of the Team to develop and implement project data collection systems that will provide accurate and timely data.
  • communicate information and issues, including briefings and reports, to manager, strategic lead/ strategic manager as appropriate.
  • ensure effective engagement and communication with all relevant stakeholders both internal (such as clinical and non-clinical) and external (such as people participation, partner providers and suppliers, elected members).

The post holder will use extensive programme management skills, a strong background knowledge and experience of delivering or directing health and/or care services in the community. They will need to be skilled in the analysis and interpretation of highly complex information and the ability to translate strategic information to operational deliverables, linked to the delivery of this transformation programme.
