Job overview
As a Local Maternity and Neonatal System (LMNS) Workforce Lead the post-holder will work closely with the Associate Director for Maternity and Newborn and the 4 maternity provider organisations, the post-holder will be responsible for:
· Coordinating local delivery of the workforce element of the 3 year delivery plan for maternity and neonatal services, acting as a key contact for the system and local units.
· Assimilating and analysing local workforce data, research, and intelligence to analyse risks and target interventions.
· Working collaboratively with retention leads to facilitate effective communication and engagement in the programme across the ICS system.
· Working collaboratively to inform and evaluate retention offer for midwives.
· Participating in education and development programmes related to the role, including succession planning and apprenticeship opportunities.
· In collaboration with the educational leads developing a system wide community of practice for unit-based retention post-holders facilitating education and shared learning activities that facilitate innovation and improvement.

- To act as an ambassador for Preceptorship and the positive impact on outcomes that it can have when implemented well.
- To manage the workforce programme to ensure that opportunities for greater impact are identified and quality is maintained in all areas.
- To work collaboratively across the system.

Main duties and responsibilities
Operational

Management
· Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner.
· Demonstrate effective stakeholder management.
· Support other workforce/ education/ retention leads across the system as and when required.
· Consider the impact of any change the projects will have on the system and oversee handover of any projects to ensure full ownership and buy-in within the system.
· Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within system.
· To support the integration of programmes, working collaboratively with partners across boundaries and systems in the development and implementation of the work of the team and deliver successful outcomes.
Financial and Physical Resources
• Identify products, equipment, services, and facilities for assigned activities, achieving stakeholder buy-in as required.
• Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Director/ Associate Director, and relevant forums.
People Management
• Forge close positive working relationships, to support an effective approach to achieve NHS objectives.
• To support, motivate and develop people within the team and system.
• Managing third parties (such as consultants and other staff groups) to ensure deliverables are met in a timely manner and within budget.
Information Management
• Drafting detailed reports summarising status on issues, appraising outcomes, and providing progress reports for the Associate Director.
• Collate as required, a range of information and lead appropriate analysis to develop robust plans and contribute to project outcomes.
• Analyse, interpret and present data to highlight issues, risks and support decision making.
Research and Development
• Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information.
• Co-ordinating Research & Development initiatives aligned to the workforce plan.
Planning and Organisation
• Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.
• Contribute to short, medium- and long-term plans, achieving quality outcomes.
Enabling patient and public involvement
· To ensure all public and patient contact with the ICB/ LMNS is of highest professional standard.
· To ensure coproduction and service user involvement within the system, supporting improvements at all levels of the workforce agenda.
Promoting equality and reducing inequalities
· To uphold organisational policies and principles on the promotion of equality.
· To create an inclusive working environment where diversity is valued, everyone can contribute, and everyday action ensure we meet our duty to uphold and promote equality.
The main duties and responsibilities described above are not exhaustive and the post holder can expect to take on other responsibilities or specific tasks as required.
Further, over time it is likely the remit and requirements of the role will evolve and the post holder will be expected to adjust their working approach and style to accommodate these. As a new post within the organisation, to reflect the above, it is expected that this job description would be reviewed regularly, by agreement.

- • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.

- • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues
- • Ability to negotiate on difficult and controversial issues including performance and change
Desirable criteria
- • Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
