Job overview

The Lancashire and South Cumbria Integrated Care Board (ICB) has ambitious plans to tackle the long-standing health inequalities that exist within its geography, improving population health, outcomes and experience for its residents across the four places.

 

We are seeking a Cancer Lead for the Morecambe Bay geographic footprint who will provide leadership to our work on cancer pathways, ensuring we meet the needs of our residents and support the ICB’s strategic direction.  You will use data to identify key areas of focus for this geographic footprint, participate in developing programmes of education for local clinicians and care professionals, increase awareness of new or evolving clinical guidance, and support the design and implementation of new ways of working across all partners, including the NHS, local authorities and the voluntary, community, faith and social enterprise (VCFSE) sector.

Main duties of the job

You will work with the Cancer Lead for the ICB and be part of the Lancashire and South Cumbria Cancer Alliance, offering the opportunity to share and learn innovative and successful practice across our four places.

You should be a registered clinician, currently practicing in a partner organisation within the Morecambe Bay geography. You will have exceptional communication skills and the confidence to develop working relationships across professions and sectors. Passionate about improving care and outcomes, you should have a strong, demonstrable understanding of current national health and care aims and policies in relation to cancer care and of the planning and provision of cancer services; knowledge of local cancer pathways; and knowledge and experience of working in/with general practice.

You are required to contribute to the control of risk and use the incident reporting system to alert the ICB of incidents or near misses that may compromise the quality of services.

Detailed job description and main responsibilities

You should be a registered clinician (GP) , currently practicing in a partner organisation within  South Cumbria . You will have exceptional communication skills and the confidence to develop working relationships across professions and sectors. Passionate about improving care and outcomes, you should have a strong, demonstrable understanding of current national health and care aims and policies in relation to cancer care, and a good local knowledge of   South Cumbria 

 

Work across the place to provide leadership in relation to cancer pathways, clinical guidelines, operational standards, and key outcome measures described in the ICB strategy, Primary Care Directed Enhanced Service (DES), NHS Long Term Plan and other key policy documents.

Use data to identify areas of focus for the place, using recognised sources such cancerstats, Model NHS, cancer wait times, PHE Fingertips

Work alongside Primary Care Networks to direct activities in relation to performance, targeting health inequalities in access and outcomes that are experienced and support the implementation of key deliverables.

Support innovations and new technologies, engaging PCNs to develop and implement pilots at place level, and sharing learning across the place and wider system.

Support the development of business cases and plans for relevant service development proposals.

Present relevant risks and issues to the Cancer Alliance Primary Care Group.

Create reports for use in quarterly updates for stakeholders across the PBP and an annual report that reflects progress against agreed areas of focus and identifies ongoing areas for development or investment.

 

The main duties and responsibilities described above are not exhaustive and the post holder can expect to take on other responsibilities or specific tasks as required. Further, over time it is likely the remit and requirements of the role will evolve, and the post holder will be expected to adjust their working approach and style to accommodate these. As a new post within the organisation, to reflect the above, it is expected that this job description would be reviewed regularly, by agreement, initially at 6 monthly intervals by the  Cancer ICB Lead).

Qualifications

Essential criteria
  • Registered healthcare professional, currently practicing in a partner organisation within Morecambe Bay & South Cumbria.
  • Qualification or evidence of special interest in lead area.

Leadership

Essential criteria
  • Be competent, confident and willing to give an unbiased strategic clinical or professional view on aspects of quality and safety within the PBP.
  • Have the skills and experience to plan and chair meetings with multi-professional and multiple stakeholder involvement.

Knowledge

Essential criteria
  • Knowledge and understanding of health, care and local government landscape, and integrated care agenda, particularly related to the planning and provision of cancer services.
  • Knowledge and understanding of population health inequalities and how this impacts people’s outcomes and experience of health and care provision, particularly related to the planning and provision of cancer services.
  • General understanding of the LSC system, and its population.
  • Good understanding of Morecambe Bay and South Cumbria , its population, its health and care inequalities and the challenges facing partners in care provision.

Experience

Essential criteria
  • Experience of working within Morecambe Bay and South Cumbria place as part of the LSC health and care system.
  • Making sound operational or clinical judgements that ensure safe and effective service provision for cancer patients.
  • Proven ability to engage people by the way they communicate and interact, including residents, patients and service users, their carers, and clinical and professional leaders.
  • Collaborative working within communities.

You must have appropriate UK professional registration.

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
