Job overview

As Corporate Director of Strategic Finance, the postholder will be a key member of the Finance Senior Leadership Team, will provide senior leadership for the financial management of the GM provider financial position, and will be an integral part of the Provider oversight and assurance regime for NHS Greater Manchester, to help improve the health and well-being of the population.  

Main duties of the job

The Corporate Director of Strategic Finance will be responsible for:

  • Leading the annual and Long Term Planning Process across the NHS GM, ensuring appropriate guidance is issued, that all timetables are met and appropriate submissions are made to NHS Enland.
  • Being the key interface with Providers and key contact for Deputy Directors of Finance
  • Providing updates as required to Annual Plans and Long Term Financial Management Plans (LTFM).
  • Developmeing the approach to and guidance for both annual planning and Long Term Financial Management Plans.
  • Providing other financial advice and support to the Chief Finance Officer, Deputy Chief Finance Officer, Executive and Non-Executive colleagues and other senior members of NHS GM as required.
  • Attending and effectively contribute to Board sub-committees and corporate meetings as required. This will involve ensuring the production of high quality and timely information, as necessary, and implementation of actions to ensure the meetings are efficient and effective.
  • Leading on the finance element of the Provider Oversight and Assurance function across the ICS
  • Developing the approach to and guidance in relation to the Financial Assurance process across GM.
  • Facilitating (including production of assurance packs) of Scrutiny and Assurance process for both Providers and NHS GM to ensure delivery of financial plans

 

Working for our organisation

NHS Greater Manchester Integrated Care (NHS GM) was created on 1 July 2022. It brings together all the different organisations which support people’s health and care and, working with our people and communities, will create and oversee our region’s overall integrated care strategy which the wider system will work to deliver.

Our Greater Manchester health and care system is called GM Integrated Care Partnership and will be made up of two statutory elements:

 

  • Greater Manchester Integrated Care Partnership Board, involving all the different organisations which support people’s health and care
  • NHS Greater Manchester Integrated Care, a new organisation, overseen by a Board, to support integration within the NHS to take a joint approach to agreeing and delivering ambitions for the health of the population

Detailed job description and main responsibilities

Efficiency

  • Leading the Financial Planning and setting of savings targets as required
  • Developing the approach to and guidance for the setting of and monitoring of CIP / QIPP across the ICS.
  • Leading on the Provider CIP delivery and reporting, along with assessment as required. Oversee the production of CIP information as part of the Financial Provider Oversight process.
  • Leading on benchmarking and identifying opportunities across the Provider sector.

 

General corporate duties

  • Providing financial direction and guidance and ensure rigorous processes and procedures are implemented and maintained.
  • Promoting the highest standards of data management, quality, governance and personal behaviours.
  • Acting as a member of the Finance & Contracting Directorate Senior Team and provide cover for the Chief Finance Officer / Deputy CFO as required. Ensure that meetings are effectively and appropriately covered and that all requests for information, either internally or externally, are responded to in a timely and efficient manner.
  • Providing leadership across organisational and professional boundaries to facilitate transformational change for the ICP population.
  • Proactively managing key risks and issues associated with system wide delivery, engaging effectively with constituent organisations.
  • Effectively managing resources and devolved budgets to deliver best value and economy.
  • Proactively identifying and managing key risks and issues associated with system wide delivery, engaging effectively with constituent organisations and ensuring there is clear reporting into system governance
  • Ensuring that all staff within the Strategy finance team are actively involved in setting annual objectives, have an annual appraisal, undertake regular CPD updates / activities, and complete their mandatory training.

Qualifications

Essential criteria
  • Masters level qualification or equivalent experience
  • CCAB / CIMA qualified with over 5 years post qualification experience.
  • Evidence of sustained personal & professional development

Knowledge & Experience

Essential criteria
  • Significant and demonstrable experience in health, care, or related sectors essential, and specifically in NHS provider organisations.
  • Substantial experience of operating at a senior management level and leading within a complex regulated environment, particularly in financial management in NHS provider organisations.
  • Experience of navigating complex stakeholder relationships at a senior level across health and care systems.
  • Experience of negotiation and influencing with senior staff across health and care systems.
  • Able to lead complex and sometime contentious change and transformation at significant scale with multiple partners at system level.
  • Extensive knowledge of the health, care, local government and public services landscape and an understanding of the social determinants of public health.
  • Knowledge of current thinking on practices which reduce health inequality, improve patient access, safety and being well led.
  • Sound understanding of financial planning and budgeting, including delivery of savigs targets.
  • A proven track record of driving improvements in performance and standards of care and delivering change within an organisation.
  • Significant experience in leading and developing system strategy across multiple partners and stakeholders across health and care and wider public services, achieving consensus and managing successful delivery
