Job overview

We are looking for an experienced individual to lead a team of over 100 people delivering payroll, pensions, expenses and help desk services to a number of NHS organisations across England.

The role requires a strong commercial mindset along with extensive experience in leading the delivery of services in a pay and grading structure environment, preferably the NHS.

ELFS is an NHS owned Business Service organisation providing back-office transactional services to a number of Trusts across England. Established in 2002, and as the business division of Lancashire Teaching Hospitals NHS Foundation Trust, over the last 20 years we have helped the Trusts we work with to improve their services whilst reducing back-office delivery costs. We work in partnership with our clients building a strong working relationship and in putting our customers at the heart of what we do.

 

Main duties of the job

You will lead a team of over 100 people, ensuring we exceed our contractual and commercial obligations. You will own the budgets for the range of services provided, and own client relationships including leading/participating in meetings with clients both virtually and face-to-face

You will lead the transformation and growth of our services to ensure we exceed customer expectations through both the acquisition of new clients and new products/services.

You will also work as part of ELFS senior leadership team to develop ELFS positive reputation with our service users.

Detailed job description and main responsibilities

 

  • Ensure provision of efficient and effective operation of Payroll  Services.
  • Delivery of a comprehensive pension service to all relevant ELFS clients ensuring compliance with all pension schemes.
  • Own, develop and maintain the efficiency and effectiveness of all IT systems associated with delivery of the services
  • Overall, own the commercial and contractual relationships with our clients and work with your team to ensure we exceed customer expectations for the services we provide
  • Identify and implement ways to reduce our cost to deliver and improve the quality of our services through the application of technology solutions
  • Co-ordinate work activities of the team in order to optimise the use of resources and ensure completion of work within agreed timescales.
  • Take lead responsibility for the creation and submission of tenders to new and current clients including overview/management of any service level agreements.
  • Participate in Regional and National Special Interest Groups to positively promote ELFS and the full range of services we provide 
  • Be part of ELFS Senior Leadership Team

Qualifications and Education

Essential criteria
  • Hold industry recognised qualifications in Payroll equivalent to master's degree level, or a degree level qualification and significant experience equivalent to a master's degree.

Knowledge and Experience

Essential criteria
  • Demonstrate knowledge and experience to deliver, lead and manage multiple client service payrolls and projects
  • Previous experience in a leadership role over a large operational function with demonstrable examples of bringing about efficiencies and service improvement
  • Proven experience of tendering and contract management
  • Demonstrate an expert knowledge of Payroll Conditions and Procedures, Pension Schemes and current Statutory Legislation
  • Demonstrate an extensive knowledge of the workings of all pay related computer systems.
  • Demonstrate an advanced level of ability to effectively use Microsoft Office software.
  • Understanding of security and Health and Safety issues
  • Experience of leading large-scale teams
Desirable criteria
  • • Previous experience in a leadership role within a large-scale Payroll Service provision ideally within a Transactional HR operating model
  • • Able to demonstrate knowledge and understand of NHS Pay and Terms and Conditions
  • • Demonstratable experience of tendering and contracting and commercialisation of payroll services operating models.
  • • Experience of leading on contract negotiations and evidence of successfully managing and performance against external service level agreements
  • • Experience of developing income generation strategies to aid recruitment and retention of organisations.
  • • Demonstrate an expert knowledge of NHS payroll conditions and procedures, the NHS pension scheme and current statutory legislation
  • • Knowledge of ESR functionality and developments
