Job overview

This is an exciting opportunity for an experience property manager to join our in-house Estates and Facilities team. Our team deal with property acquisitions, disposals, leases, licences and space planning and we require a full-time individual to join the team and provide a broad range of commercial property advice as well as contribute to the efficient operation of the estate by maximizing value and utilisation of our portfolio, ensuring a coordinated approach to space management that delivers on Trust objectives.

The successful candidate will have knowledge and experience in healthcare property guidance and regulations.

The post holder will contribute to the efficient operation of the estate to maximise value and utilization by actively managing all aspects of the property portfolio, designing and implementing space management systems and ensuring the coordinated approach to space management that delivers on Trust objectives.

Detailed job description and main responsibilities

Specific Responsibilities:

Contribute to the efficient operation of the estate to maximise value and utilization by actively managing all aspects of the property portfolio, designing and implementing space management systems and ensuring the coordinated approach to space management that delivers on Trust objectives.  

Develop and manage the Trusts Space and Change Policy, the Trusts space team and to appoint and manage appropriate space and planning consultants to ensure the delivery of an efficient, timely and professional space management service at all times.  

Manage all Trust clinical service commissioned bids from a Property and Space Strategy perspective, to include rationalisation, space planning and cost profiling to fit within a challenging financial envelope. 

Manage appropriate resources to develop and maintain a comprehensive categorised spatial database with all Service lines, Departments, Directorates and room categories in electronic format, currently the Trust System for this is MICAD 

Manage and challenge the Trusts Space and Change Process from office and administrative requests to service reconfiguration as part of a wider multi-disciplinary team using appropriate resources and direct working 

Develop and maintain a full service line reporting schedule for Estates and Facilities to inform large scale business case development and Statutory reporting to NHSI, DHSC and other regulatory bodies as required.

Facilitate the on-going review, development and regular publication of the Trust Estate Strategy. 

Engage with local stakeholders in matters of space utilisation and Building asset management to maintain an up to date knowledge of current industry trends and developments in order to contribute to strategic decision making. 

Comply with the Trust terms of authorisation, procurement strategies, policy, governance arrangements in property management and property transactions 

Have project specific responsibility for the development and publication of a comprehensive and robust project brief that identifies all key project objectives and drivers

Education and Training

Essential criteria
  • Educated to Masters level in relevant subject matter or Equivalent experience
  • Member of recognised chartered body
  • Evidence of CPD

Knowledge and Skills

Essential criteria
  • Excellent verbal and written communication skills
  • Self-motivating: persuasiveness, influencing and interpersonal skills
  • Experience in report writing and presentation skills
  • IT Literate
  • Familiar with policy and the service priorities that drive space strategies for the health sector and wider public sector.
  • Ability to communicate complex subject matter to a variety of audiences
  • Ability to quickly respond to changes in market conditions, trust requirements and government policies;

Experience

Essential criteria
  • Experience of undertaking relevant audits/inspection and provide solutions
  • Practical knowledge of interpreting Building Regulations
