Our Learning and Development Team are looking for a Training Compliance Officer to join our friendly and customer driven team. We are looking for somebody that is motivated, with an eye for detail and wants to make a difference to the accuracy of our training compliance data.
Main duties of the job
You will need to liaise with the Trust Subject Matter Leads for all Statutory, Mandatory and Essential training subjects to meet current Trust reporting requirements by assisting in the configuration and maintenance of our learning system. You’ll also need to investigate & resolve any reported learning data discrepancies as well as providing accurate and timely compliance reports.

The Learning & Development team is a small but supportive team who work hard to ensure everyone has access to the Learning and Development they need. The post holder would work closely with the ESR Manager within the People & Culture Systems team as well as the Head of Learning & Development.
Detailed job description and main responsibilities
In this role, you would be expected to:
• Act as the first point of contact for specific training subject leads, managers and staff with sometimes complex enquiries, using persuasive or negotiation skills to provide solutions. Analysing situations and information to identify and resolve a range of problems.
• Assist in ensuring that the ESR/OLM configuration reflects Trust Policies in particular with regard to Learning and Development requirements and Statutory, Mandatory and Essential training subject Training Needs Analysis (TNA).
• Review current TNAs with subject leads to ensure accuracy & consistency – using judgement to challenge and influence before translating into the ESR system as well as accessible staff communications
• Ensure new subject’s TNAs are suitably defined and translated into ESR (liaising with IBM to manage uploads as appropriate)
• Provide on-going support and training for staff from other disciplines on the processes around learning management within ESR.
• Ensure new starters are routinely allocated the required competencies prior to their start date as viewed via the ESR applicant portal
• Create & review certifications and linked competencies in ESR to ensure they accurately reflect the subject TNAs
• Conduct the annual TNA & Core Skills Training Framework review of all Statutory, Mandatory & Essential Training with subject leads
• Support the ESR lead and subject leads to ensure that all Statutory, Mandatory and Essential training reports from Business Intelligence using competencies are accurate
• Investigate & resolve any system or course errors, escalating and liaising between internal and external parties, as appropriate, to seek a resolution.
• Support the movement and validation of learning data to and from other NHS organisations as part of the national passport process.
• Develop both standard and ad-hoc Business Information and other reports, interpreting requirements and presenting sometimes complex information.
• Participate in planning meetings, providing complex information in accessible form, where required.
• Review and understand computer output files and identify errors. Make judgements on statistics and the range of options and take action to correct data. Undertake data cleansing as required.
• Use a range of IT applications and tools to develop or create electronic reports, presentations or documents.
• Manage your own workload, subject to regular reporting to the Head of Learning and Development, planning tasks and activities which may require adjustment due to variable workload / interruptions.

Knowledge & Skills
Essential criteria
- Understanding of IT System requirements in a large organisation
- Knowledge of HR and/or Learning Management Systems and procedures
- Strong IT skills and the ability to use a broad range of IT software including Excel and Word to manage large data sets
- Good organisational, planning and problem solving skills
- Good interpersonal skills - able to communicate sensitive information at all levels
- Ability to manage time effectively and work well under pressure
- Ability to communicate clearly, both written and verbally. The ability to converse at ease with customers and provide advice in accurate spoken English
Desirable criteria
- Knowledge of ESR/OLM
- Knowledge of Data Protection
- Skilled user of email and calendar systems e.g. Microsoft Outlook
- Ability to understand computer output files and identify errors/ take the necessary actions to correct data
Qualifications and training
Essential criteria
- Educated to Diploma level or equivalent work experience
Desirable criteria
- ECDL, or other ICT qualification
