Job overview

We are recruiting for maternity leave cover for a Planning and Contract Manager who shares our vision to be trusted to provide consistently outstanding care and exemplary service to our patients. 

You will be a key member of East and North Hertfordshire NHS Trust’s Planning and Contracts Function, with opportunities to gain an oversight of, and experience in strategic and tactical business planning for the acute hospital trust, the development of business cases for collaboration with other organisations, and contract negotiation and management.

The Planning and Contracts Team are responsible for contributing to ENHT’s strategic objectives, internal and external business, and strategic planning as well as income and performance targets.  This includes ensuring both provider and commissioner intentions are correctly interpreted and captured in contracts, as well as aligning planning with contracting in the short and longer term.  It also includes working at a Trust level whilst also having regard to all other organisations and healthcare priorities across the place and wider integrated care system.

Main duties of the job

Supporting the contract negotiation and contract management process, working closely with the Head of Planning and Contracts, to ensure there are clear contracts and sub-contracts and proactive monitoring in place to identify emerging risks and issues. As a result, the post-holder will be involved in influencing and negotiating agreements with commissioners and external organisations as required.

Engaging in and undertaking projects that support the development of population health approaches to service redesign and transformation, working closely with the Senior Planning Manager and both internal and external partners. These projects will be an opportunity to work with other organisations, such as Public Health, GPs, District Councils and other community and acute providers to develop interventions that address population health and/or reduce health inequalities for our local population.

Supporting, and in some cases leading, the development of internal business plans (both short and long term) that align to the Trust’s strategy refresh and its priorities to 2030, in collaboration with other internal teams and services.

Inputting into and coordinating business cases and/or project and implementation plans that support the delivery of key pathway and services across the local health and care system and in conjunction with other organisations in the system.

Qualifications/ Training

Essential criteria
  • Educated to masters level or have relevant knowledge and experience for the post
  • Knowledge or experience of working within a large organisation contracting and finance environment
  • Knowledge or experience of EU procurement and legislation regulations
  • ECDL or equivalent level of computer skill and experience
Desirable criteria
  • Project management qualification or equivalent experience

Previous Experience

Essential criteria
  • Experience of working with Excel and databases and being able to extract information from these systems for reporting purposes
  • Understanding and/or experience of working within the NHS an understanding of organisational structures, processes and systems
  • Understanding and/or experience of working within the NHS procurement frameworks and tendering processes and skills
  • Experience of working with a range of stakeholders in different settings
  • Knowledge of administrative procedures and project management
  • Ability to produce comprehensive draft reports, data and formal letters
  • Experience of dealing with other external organisations and Regulatory bodies
  • Evidence of delivery in a services improvement role in health, social care or private sector

Essential criteria
  • Good IT skills – experience and ability to use Microsoft office Applications, databases and other systems as required. Numerate and able to understand complex financial issues combined with deep analytical skills
  • Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
  • Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales
  • Able to maintain high standards of diplomacy and understands the principle of confidentiality
  • Accepts responsibility and accountability for own work and can define the responsibilities of others, aware of any sensitivities that may emerge
