An exciting opportunity has arisen for an exceptional individual to lead the medicines optimisation agenda within our organisation, the integrated care system (ICS) and beyond. The postholder will provide strategic, operational, and collaborative leadership to ensure medicines use is optimised for people with mental illness and learning disabilities.

The postholder will work closely with the trust senior leadership team and ICS leads to lead, influence and deliver better care for people with mental illness and learning disabilities. The successful candidate must be strategically oriented, have a partnership approach to working and be empathetic. Experience of working within mental health and learning disabilities services is desirable but not essential.

The successful candidate will be joining an innovative and high performing pharmacy team that is well respected within the trust and beyond. The pharmacy team were recently shortlisted for two HSJ Value awards and the Trust itself was awarded Mental Health Trust of the year by the HSJ in 2021. The Trust is also rated as “Outstanding” by the CQC.

The Chief Pharmacist has responsibility for the management and the strategic development of medicines management optimisation in the Trust. 

The main responsibilities are to: 

  • monitor financial and clinical risk issues related to the use of medicines within Hertfordshire Partnership University NHS Foundation Trust, including ensuring compliance with regulations and national standards
  • lead on Medicines Optimisation across the Trust so that service users and carers experience the safe and effective use of medicines
  • manage the services provided by the pharmacy at Kingfisher Court by supporting and developing the Pharmacy team
  • monitor and maintain the quality the pharmaceutical services provided by third parties for Hertfordshire Partnership University NHS Foundation Trust
  • act as the statutory Accountable Officer for Controlled Drugs for the Trust
  • support the Executive and peers in delivering the Trust’s Great Together Strategy

Duties and Responsibilities

To ensure
•    All statutory medicines-related regulations are enabled monitored and maintained across HPFT
•    Controlled Drugs practices are safe and effective as part of the duties as the Trust’s Controlled Drugs Accountable Officer
•    The Medication Safety Officer is supported and enabled to deliver all national safety initiatives and integrated with the Safer Care Team to enact the PSIRF agenda
•    The Pharmacy budget is set and delivered to support care delivery and continually supports value for money principals

To deliver the above by ensuring optimal application of policies, guidelines, procedures, training and audit by a engaged and developing workforce that puts service users and carers at the heart of all that it does.

Clinical Responsibility

To enable access to service user-specific clinical advice and support for routine care and, when required, specialist assessment of complex cases.

To lead the development of medicines management standards and policies for the trust in close partnership with the Chair of the Drugs and Therapeutics Committee and the Executive Director of Quality & Medical Leadership

To be an effective secretary to the Drugs and Therapeutics Committee, including supporting the management of named patient request for medication that has not been approved for the Trust Formulary


Leadership and Staff Management Responsibility

To work effectively with other system partners to achieve agreed best practice in safe, effective and cost-effective prescribing and provision of medicines services, representing the trust on any local medicines management bodies where appropriate.

To promote and support staffs’ personal health and wellbeing at all times, this includes both physical and mental health and wellbeing. To support staff by directing employees to services that are available to everyone to help in managing health and wellbeing.

To be open and approachable as well as proactive in discussing and agreeing a process to monitor an employee’s mental and physical health.

To build and maintain effective leadership throughout the department by role-modelling, coaching and mediating as required to demonstrate civility and application of the Trust values. 


Financial Responsibility 

Responsible for the department budget, pay and non-pay and to proactively support budget setting

Authorise invoices for charges for medication prescribed within the Trust, in line with the Trust’s Standing Financial Instructions

Support the Trust’s financial targets by supporting Delivering Value programmes 


Service Development and Improvement 

Responsible for development, review and implementation of Trust policies relating to medicines, related products or procedures and ensure all relevant Trust policies are implemented within the department

To advise and be closely involved with service and Trust development projects Negotiate and monitor service level agreements with third parties


Communications 

To provide and receive highly complex, highly sensitive or highly contentious information. Developed persuasive, motivational, negotiating, training, empathetic and re-assurance skills are required. This may be because agreement or co-operation is required or because there are barriers to understanding. This may also involve presenting complex, sensitive or contentious information to a large group of staff, service users or carers.

To be responsible for the teaching/delivery of education and training in Medicines Management for all healthcare professionals, (doctors, nurses and pharmacists) working in Hertfordshire Partnership NHS Foundation Trust as required by the standards set out in “Medicines Management in NHS Hospitals” and to support the CQC Standards.

To communicate with, and form working relationships with pharmacists and technicians working within Mental Health Units under a Service Level Agreement with an Acute Trust.

To communicate complex information about medicines regarding individual service users within own organisation and across other organisations for example the PCT, acute trusts or community pharmacy. This may be multi-professional and there may be barriers to overcome in effective communication.

Methods of communication will require excellent written and verbal skills.


Physical Working Conditions and Environment 

The post will be based with the Pharmacy Team in Radlett and also be expected to work at the Trust Head Office in Hatfield as well travel within counties covered by HPFT, including Hertfordshire, Essex and Norfolk

The job will require frequent use of VDU and intense concentration in a sometimes noisy open plan office environment.
