Main duties of the job

Key Responsibilities: 

  • To lead the Electrical operational service delivery team utilising a mix of Directly employed labour and specialist contractors to ensure the effective delivery of Statutory, mandatory and reactive maintenance in line with KPIs and ensuring that works comply with Health Service requirements, Statutory instruments, Health Technical Memorandum (HTM’s) and Health Building Notes (HBN’s).
  • Ensure that shutdowns for maintenance, refurbishment and new build projects are properly coordinated and managed across all maintenance areas and support other maintenance managers with similar activity.
  • Undertake Authorised Person duties relevant to core trade and or within capability and competence; ensure Operational Estates Officers and Team Leaders also undertake relevant AP duties as necessary or required.
  • Participate in the duty engineer on-call rota as required.

Detailed job description and main responsibilities

General Duties 

  • Lead the service line operational delivery team, ensuring that service demands are appropriately prioritised and delivered to meet agreed KPIs.
  • Responsible for ensuring that the appropriate levels of line management are undertaken to include appraisals, sickness, performance management, mandatory training and any other designated trust requirements.
  • Assist the designated Band-8 service line manager to carry out feasibility studies and financial / option appraisals; implement energy saving projects across the Trusts sites.
  • Ensure that shutdowns for maintenance, refurbishment and new build projects are properly coordinated and managed across all maintenance areas and support other maintenance managers with similar activity.
  • Commission and instruct a wide range of technical professionals (building/mechanical/electrical/structural). Organise meetings and liaise with Clients, Medical and Departmental Staff; ensuring concurrent works around the site do not give rise to conflicts or unsafe conditions.
  • Attend and or Chair meetings on behalf of the designated Band-8 Service Line Manager with Maintenance Manager with consultants, contractors and other departmental staff.
  • Comment on designs as necessary or required, drawing to the attention of the designated Band 8 Service Line Manager any aspects which may adversely impact the day-to-day management of the service if implemented.
  • Assist with the upkeep of the Operating & Maintenance Manual Library, using database systems and scanning equipment. To manage the information for quality and accuracy entered into the Estates IT systems to ensure that the ‘’e-record’’ is up to date. Ensure that any changes to drawings are followed up by the CAD team promptly.

Qualifications, knowledge and experience

Essential criteria
  • HNC/Degree in electrical engineering or significant equivalent experience supported by CPD.
  • IOSH managing safely qualification must have or acquire within 6-months of taking up post
  • Significant experience of engineering supply and distribution systems within large buildings.
  • Experience of managing directly employed labour and contractors in the delivery of (a) a reactive maintenance provision, (b) a planned maintenance provision, or (c) a combined service provision.
  • Experience of providing support for Capital Projects and Small Works in own field.
Desirable criteria
  • Membership of a recognised professional organisation.
  • NEEBOSH General Certificate
  • Extensive experience of engineering maintenance in large structures with extensive infrastructure and grounds
  • Significant relevant experience in the health service environment
  • Working knowledge of engineering supply and distribution systems within a large site/building.
  • P405 Managing Asbestos
