We are looking to appoint an experienced, self-motivated and pro-active HR Professional to work in a newly created role to support Primary Care workforce across Hampshire and the Isle of Wight .  

The ability to quickly build and maintain effective working relationships is essential for this post to develop the partnership model. Highly developed networking, interpersonal and communication skills are essential as well as the ability to apply influencing and negotiation skills as necessary to achieve successful outcomes. A values driven mindset is also essential.

The successful candidate will be CIPD qualified or hold an equivalent HR or management qualification. Regular travel across the Hampshire and Isle of Wight footprint will be required.

Main duties of the job

The postholder will work alongside our existing People Partner team and hold a small corporate portfolio in addition to developing and establishing the future workforce, human resources and organisational development needs of our Primary Care partners.

You will work collaboratively with designated senior leaders across the organisation as well as a range of internal and external stakeholders across Hampshire and Isle of Wight including Primary Care Networks, community trusts and regional primary care workforce teams. You will work alongside the Primary Care Workforce Lead and will be responsible for providing both strategic and operational advice, direction and expertise on all people matters and deliver a range of high quality people interventions using a pragmatic and solution focused approach.

You will play a key role in linking leaders across the organisation and system both with each other and members of the wider People and Primary Care teams. As a People Partner, you will lead on NHS and People change initiatives and programmes to support the implementation of the Long Term NHS Workforce Plan, HR and OD strategy and strategic objectives.

Detailed job description and main responsibilities

To provide strategic HR advice, direction, and expertise to designated leadership teams within NHS Hampshire and Isle of Wight/ Hampshire and Isle of Wight Integrated Care System/ Primary Care to support the delivery of high quality health and care services to our population

 

To partner with local leadership teams to provide a range of high quality HR interventions using a pragmatic and solution based approach which support the implementation of the NHS People Plan, broader organisational objectives and corporate values.

 

To lead on the development, planning and implementation of designated National, Regional, NHS and HR change initiatives and programmes, including development and implementation of effective policies and which best fit the needs of a successful and developing organisation.

Qualifications and Professional Training

Essential criteria
  • Master’s level education or equivalent knowledge and skills gained through any combination of alternative study, employment, or voluntary work.
  • Chartered Institute of Personnel and Development (CIPD) post-graduate Diploma in Personnel Management or equivalent HR or management qualification.
Desirable criteria
  • Formal training in workshop/meeting facilitation.
  • Accredited Coach.
  • Mediation Skills.
  • Mentorship Skills.
  • MBTI trained.
  • Skill Mix review trained.
  • Formal Agenda for Change job evaluation trained

Knowledge and Experience

Essential criteria
  • Experience of operating in HR in a complex organisational environment, either in the public, private or voluntary sector.
  • In-depth experience of Human Resources Management (HRM).
  • Experience sufficient to mentor, coach, advise and support HR Advisers and line managers in dealing with the full range of HRM issues likely to be encountered in a large and complex organisation.
  • Experience of contributing to the learning and development of an organisation’s workforce, including promotion of organisation learning and development agenda.
  • Experience of leading on, or providing the HR support and expertise to, organisational change/ transformation projects.
  • Organisational Design and Development experience across multiple disciplines.
  • Experience of developing and implementing timely and impactful HR Policies, interventions, and solutions across the broad HR agenda (e.g., Talent Management, Culture, Team performance etc.)
  • Knowledge HR practice on all aspects of HR Management, (including employee resourcing, performance management, reward management and diversity)
  • Previous experience of workforce management systems i.e., ESR, managed learning environments, E Rostering.
  • Knowledge of all the different professions and staff groups working in the NHS (including their culture and ethos, career structures and working relationships with other professions and groups). Ability to apply this knowledge to both day-to-day and strategic decision making.
Desirable criteria
  • Experience of working in a multi-unionised environment and of working with staff side representatives.
  • Experience in a specialist area of HRM, e.g., workforce redesign, reward management, employment law.
  • Good knowledge of workforce development interventions and health and wellbeing initiatives.
  • Recognised workforce information and planning skills.

  • One-to one coaching and group facilitation skills, practiced either in a work or non-work setting.
  • Ability to manage projects based on sound project management methodology.
  • Ability to think strategically, applying knowledge of broader political, business, and economic environment within which HR operates to the organisational setting.
  • Ability to prepare written reports/proposals on HRM topics and to make presentations to Directors and senior managers.
  • Ability to deliver training to different groups, being able to modify the delivery and content to suit the needs of the audience.
