The postholder plans and delivers effective strategies and programmes of communication as part of the Communications and Engagement team which serves the NHS Hampshire and Isle of Wight Integrated Care Board (ICB), and the wider Integrated Care System (ICS).
The postholder acts as an expert adviser on communications to the organisation.
They are responsible for ensuring that all activity reflects the statutory duty to communicate and engage effectively with stakeholders, local citizens and their elected representatives, the media, partner organisations, staff and scrutiny bodies in order to promote and involve them in the business, priorities and decision-making of the organisation.

The post holder will be required to have regular contact with a broad range of internal and external stakeholders, engaging with them over sensitive, complex, contentious and confidential issues. They will include:

Healthwatch
Community groups
Communications and engagement team colleagues
Public health
Local authority communications teams
Senior managers, service managers and staff
Offices of MPs and elected officials
Local media.

Detailed job description and main responsibilities
Operational responsibilities
The postholder contributes to the implementation the communications
strategy for the organisation and is responsible for developing and delivering plans that support this using a range of techniques.
The role will involve working closely with colleagues to ensure that the views, concerns, ideas and preferences of a comprehensive range of internal and external stakeholders are sought and captured and that processes are in place to ensure that these views are taken into account.
Deliver a wide and varied range of activities to raise the profile of the
organisation and spread awareness of its role, successes, challenges and
priorities, including working proactively with the local media and creating
engaging content for social media.
Sourcing and writing of articles/items for various publications and the media.
Developing and implementing communications strategies/plans for various projects.
Sourcing and writing content for the staff app and the organisation’s website.
Planning, promotion and delivery of staff engagement events working with managers as required.
Executing marketing / publicity campaigns as required – including provision of support for urgent care, winter and public health campaigns as required.
Supporting the production of publications, such as the Annual Report,
including writing copy, liaising with designers and printers as required.
Playing an active role in supporting, delivering and further developing the
organisation’s social and digital media output.
Reviewing Healthwatch and scrutiny body papers to identify issues that may need addressing.
Developing appropriate printed and other communication materials
(presentations, web pages, audio/video presentations, display material,
posters, leaflets, consultation documents).
Working with colleagues to support the collection and recording of information from stakeholder relations work.
Attending key stakeholder meetings to provide briefings.
Identifying and exploiting any opportunities to work with partner organisations to communicate more effectively with shared stakeholders.
Providing communications and engagement support during major
incidents/crises that involve the Integrated Care Board, ensuring a cohesive and consistent approach.
There may be occasions when the post holder is asked to assist the
Communications and Engagement Team by taking on additional roles, or
small projects, which are not specifically listed above.
Provide out of hours communications on call support as required.
Supports Community Involvement Work as appropriate and when required.

Knowledge, Education, Qualifications and Training
Essential criteria
- Educated to degree level, ideally in a relevant subject area, or commensurate experience in public and patient engagement/involvement/ communications/journalism.
- Training / Excellent knowledge of communications and engagement methods to Master level.
Desirable criteria
- Knowledge of confidentiality issues.
Experience and Achievement
Essential criteria
- Significant experience in a community engagement/communications/journalism/ marketing role.
- Experience of working to tight deadlines.
- Experience of compiling and maintaining databases.
Desirable criteria
- Experience of working in the NHS.
Skills/ competencies
Essential criteria
- Excellent communications and interpersonal skills, with the ability to negotiate and deal with people at all levels.
- Excellent written skills with ability to write plain English and to translate complex text/issues into clear language.
