Main duties of the job

This post will lead and be responsible for the Hampshire and Isle of Wight ICB’s Business Intelligence (BI) team and service, including the South Central and West Commissioning Support Unit’s embedded BI team and function. The post holder will ensure the work and outputs are planned and carried out effectively. It will ensure the provision of an efficient, effective and professional service capable of meeting all statutory, regulatory and NHS requirements.

Detailed job description and main responsibilities

Provide leadership, direction, and line management to the integrated BI and CSU team.

Be accountable for driving the continuing evolution of the BI team and service to include ensuring a single version of the truth in terms of data reporting.

Ability to analyse highly complex, sensitive, or contentious information where agreement or co-operation with stakeholders or colleagues is required.

Develop strategic, finance, and other complex reports using in depth analysis and interpretation. Provide briefings for directors, colleagues, and stakeholders.

Accountable for the development, implementation and operational delivery of all data requests from stakeholders across the ICB, ensuing alignment with the ICB key priorities.

Develop and lead the Business Intelligence and Analytics Strategy component of the overall Digital, Data and Technology Strategy. Be responsible for proposing, drafting, and implementing changes to processes and policies.

Constantly strive for value for money and greater efficiency and to ensure that the team and service operate in financial balance year on year.

Education, Qualifications and Training

Essential criteria
  • Advanced theoretical knowledge in a post, relevant discipline, or function.
  • Evidence of continuing professional development that enhances theoretical and practical knowledge.
  • Master’s Degree or equivalent.
Desirable criteria
  • Active member of a (NHS) regional or national information forum.
  • Member of a professional body e.g., BCS, AphA.
  • MSP practitioner or other formal qualification in programme management.

Knowledge and Experience

Essential criteria
  • Provider clinical systems.
  • Use of statistical process control.
  • Understanding of key national and local policy drivers / targets applicable to the ICS.
  • Knowledge of Information Governance, Data Security, Data Protection, Caldicott Guidelines, Freedom of Information Act.
  • Knowledge and understanding of clinical coding (e.g., READ, ICD10, or SNOMED), clinical terminology.
  • Awareness of NHS data, reporting, outcome measurement.
  • Specialist knowledge and understanding of NHS Information requirements, standards, and definitions (more than 3 years).
  • Awareness of data science principles in supporting future planning of service delivery.
  • Knowledge of modern data/BI architecture approaches.
  • Proven track record of developing and implementing a successful data architecture. Post relevant experience in a commissioning or provider management setting, NHS or other.
  • Direct management of a relevant functional or multidisciplinary team.
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
  • Relevant experience in the successful management of change with demonstrable outcomes.
  • Relevant experience of working effectively across organisational professional boundaries in complex organisations.
  • Relevant experience of complex negotiation in a large organisation.
Desirable criteria
  • Examples of published data visualisation work and/or relevant professional development demonstrating knowledge.
  • Experience of working with Cloud suppliers.
  • Implementing or supporting the use of data visualisation for use in quality improvement projects.
  • Experience of developing high level business cases.
  • Use of Python or R programming languages.

  • Expert in the use of a BI tool.
  • Expert in Microsoft SQL.
  • Knowledge of R, Python, or other similar tools.
  • Working knowledge of MS Word, Excel and PowerPoint.
Desirable criteria
  • Knowledge and ideally experience of using machine learning models.
