Job overview

The Sterile Services Department works to supply clinical and surgical specialties with safe, quality-assured medical devices and products; and in accordance with the policies and procedures of the service are committed to improving health by putting patients at the centre of excellent specialist care.

The post holder will be responsible for the Management of the Operational aspects of the Decontamination of re-useable medical devices within the Sterile Services Departments at Cheltenham General Hospital and Gloucestershire Royal Hospital, ensuring that effective processes are followed in line with the Quality Management System (QMS) ISO 13485:2016 accreditation which is governed by legislation and National Guidance.

Main duties of the job

1. To manage and co-ordinate the operational day-to-day activity of the units to ensure agreed standards of service delivery.

2. Particular regard is to be given to ensuring adequate supervision and levels of manpower is allocated to the units through the development of weekly rota’s to cover the requirements of the Service Level Agreements and Service Delivery.

3. To assist with the performance and development of staff, provide direction and appropriate levels of training, identify training needs through the use of Departmental Competency Assessments and Trust Policies & Procedures.

4. Accept responsibility in the absence of the Senior Support/Production Manager as the “authorised user” for the correct functioning, testing and commissioning of washing and sterilisation plant to ensure that all equipment is working to nationally established standards. Report any breakdowns or failures to the Senior Support Manager and Estates lead via the electronic reporting system.

5. To manage Health & Safety concerns and maintain a culture of safety audits and risk management assessments. Plan and take action to correct hazards to ensure the health and safety of patients, visitors and staff and attend the divisional Health & Safety Meetings.

Detailed job description and main responsibilities

KEY RESULT AREAS

1. To manage and co-ordinate the operational day-to-day activity of the units to ensure agreed standards of service delivery.

2. Particular regard is to be given to ensuring adequate supervision and levels of manpower is allocated to the units through the development of weekly rota’s to cover the requirements of the Service Level Agreements and Service Delivery.

3. To manage and maintain a regular effective system of communication with the team of supervisors and to take the lead at regular staff meetings.

4. To liaise, consult and communicate with the Trust’s Internal and External clinical staff/end users and other relevant services to ensure the appropriate development of the unit’s service delivery. 

5. To assist with the performance and development of staff, provide direction and appropriate levels of training, identify training needs through the use of Departmental Competency Assessments and Trust Policies & Procedures.

6. To be responsible and manage staff sickness absence levels through staff return to work and sickness review meetings and with consultation from HR Services and Working Well. Maintain all complex absence/leave records for the department and ensure that Payroll is notified when appropriate.

7. To manage and plan the departmental staff appraisals schedules, and ensure that staff receive an annual performance appraisal review.

8. To manage the staff training and development, and to assess staff competency levels to ensure they are appropriate to the requirements of the Work Instructions and procedures. 

9. To be responsible for processing timesheets for monthly paid staff, ensure that all timesheets are recorded accurately and staff receive the correct pay. Liaise with Payroll contact to report any discrepancies and manage staff hours to provide the services with the pay allocation budget.

10. Manage any untoward production or operational issues and report action taken to the General Manager. Ensure incident forms are completed and any actions implemented in a timely manner.

11. Ensure the continual use of the HESSDA electronic traceability system. Produce data reports and be able to include addition of new equipment and medical devices.

12. Communicate with the Trust Transport Team to ensure timely, effective collection and delivery of services.

13. Assist in the management of stock and finance control, reporting and deficiencies to the Deputy Manager and be an authorised signatory on all P2P requisitions.

14. To ensure the delivery of the unit’s Quality Management System to ISO 13485:2016 standards covering decontamination, disinfection, packing and sterilisation of bespoke sets of instrumentation and individual items of surgical equipment. To participate in the scheduled internal audit program and attend any departmental Quality Meetings.  

15. 17. Manage the effective recruitment and selection of staff adhering to Trust Policies and make judgmental decisions on processes to ensure the right standard of personnel are recruited in accordance with employment legislation.

18. Assist the General Manager for Decontamination and Sterile Services with staff disciplinary processes by investigating issues that arise as appropriate and communicate with HR Services to ensure compliance with Trust policy and procedures.

19. To carry out all other appropriate duties as may be required from time to time by a manager which are consistent with the responsibilities and duties of their grade.

Person specification

Qualifications

Essential criteria
  • GCSE or equivalent at Grade C or above in English (e.g., National Adult Certificate Level 2 Literacy)
  • ducated to A Level Standard academic qualification or equivalent work experience relevant to the operational aspects of Sterile Services.
  • Managers Qualification HTM 01-01 certified to (User) DTM or equivalent.
  • Formal recognized auditor qualification or achieved within 6 months of post.
  • Health & Safety Qualification (IOSH/NEBOSH or equivalent).

Experience

Essential criteria
  • Practical experience of working in a Sterile Services environment for an extensive period and have knowledge of Sterilisation/decontamination technology and theatre protocols.
  • Able to communicate effectively in written and verbal formats with the ability to handle sensitive or confrontational situations
  • Experience of Specialist HR topics including recruitment and selection processes.
  • Ability to wotk in a busy production department unit with tight deadlines whilst maintaining high standards of work
  • Knowledge of the technical requirements of the current legislation relevant to the post ISO 13485:2016 & HTM 01-01 and to participate in the departmental Internal Audits against the planned schedule.

Knowledge / Skills

Essential criteria
  • Knowledge of the technical requirements of the current legislation relevant to the post ISO 13485:2016 & HTM 01-01 and to participate in the departmental Internal Audits against the planned schedule.
  • Computer literacy with good keyboard skills familiar with Microsoft Office, internet, intranet, emails and Microsoft Teams.
  • Knowledge of Health & Safety, Manual Handling, Risk Management and COSHH.
  • Good organisation skills with the ability to manage a range of issues. Ability to work on own initiative independently and as part of the management team.
Desirable criteria
  • Operational knowledge of the HESSDA traceability system – load new instrumentation onto the system, identify product status, make changes to pack lists and create data reports.
