Job overview

A new and exciting opportunity within the People & Organisational Development (People &OD) function has arisen here at Gloucestershire Hospitals.  

The newly revised role of Workforce Planning Manager has been established to support the workforce planning agenda at our Acute Trust.  

There has never been a more important time in the NHS to ensure we have the right resources, to continue to deliver first class healthcare to our patients.  

Central to this is our workforce and as the Workforce Planning Manager you will play a pivotal role in ensuring we as a trust deliver this through effective, timely and coordinated workforce planning.

You will work collaboratively with both Strategic Lead Workforce Planning & Information and the Head of People Planning & Workforce Information Team to deliver the implementation of this Trusts Workforce Strategy and agenda, with a particular focus on workforce planning.

Main duties of the job

Working with the Head of People Planning & Workforce Information Team and other HR colleagues, including Divisional HRBPS and Advisors, you will provide strategic guidance and support on the commissioning and planning for future workforce requirements.  This will transcend to working across other organisations within the Integrated Care Services (ICS) to ensure commissioning and planning assumptions are credible.

As the Workforce Planning Manager, you will provide expert advice and guidance on a range of strategic workforce planning issues and related projects.

Detailed job description and main responsibilities

The main duties include, but are not limited to - 

Workforce Planning and Redesign

- To work together with the Strategic Lead Workforce Planning & Information and Head of People Planning & Workforce Information Team to provide information and guidance on approaches, tools and models for workforce planning.

- Establish and maintain systems that provide a range of related statistical information, reports etc

- Work closely with Finance and Business Information (BI) to ensure triangulated approach to workforce planning

- To support the operational planning process, both annual and Long-Term Workforce Plan across the trust as directed, ensuring partnership working with ICS colleagues 

- To support Divisional HRBPs in implementing the annual workforce planning process.  Working with Workforce Information colleagues and BI to ensure provision of statistical information/data to support this process.

- Work on a range of projects and programmes as directed, applying skills and knowledge flexibly to meet operational and strategic aims across the trust.

Workforce Information and Analytical

- Expert level of skill in information analysis and synthesis, including the ability to receive highly complex and sensitive information on staff and financial details and the ability to interpret and draw conclusions from it, and synthesise new knowledge from the findings. The data may be conflicting and contentious to those receiving it.

- Ability to identify problems and inconsistencies with complex data and produce workable solutions.

- Ability to produce high quality written reports using a range of Microsoft office programmes and tools, and other software.

Experience

Essential criteria
  • Experience of delivering a diverse workforce planning service to meet the needs of the business - appropriate years
  • Experience of working in a role that included information analysis work
  • Experience of managing and leading staff
Desirable criteria
  • Good understanding of the National Pay and benefits system and an awareness of the business-critical implications for the Trust.
  • Experience of working in the NHS and an understanding of the current issues facing the NHS relating to workforce challenges
  • Knowledge and Experience of the use of ESR (Electronic Staff Records).
  • Experience in the knowledge and use of NHS workforce metrics and reporting processes including Model Hospital

Qualifications

Essential criteria
  • CIPD Level 7 Qualification or Post Graduate Certificate in Strategic Workforce Planning or equivalent qualification/experience
  • Degree level education or equivalent.
  • Evidence of recent CPD
  • As this role may include cross site travel post holder must be independently mobile.

Knowledge/ Skills

Essential criteria
  • Excellent communication skills, both written and verbal, with the ability to present highly complex information, taking account of the needs and level of the audience
  • Experience of undertaking Workforce Planning
  • A solution focussed approach to problem solving
  • Strong interpersonal skills, able to quickly build credibility and influence at all levels of the organisation and wider health/social care system
  • Experience of working with highly complex data
  • Good people management skills, with the ability not only to manage and prioritise their own workload to achieve Trust priorities in an effective and efficient manner but also to be able to manage other staff and their workload in times of high pressure and change.
  • High level of negotiation and influencing skills. Ability to engage with senior staff at a professional level to identify management information needs. Ability to consider problems and issues in the broad context and look beyond the immediate situation.
  • Ability to write and present clear reports, short articles and presentations taking into account the audience who will receive it
  • Excellent keyboard skills and an advanced level of knowledge of Microsoft office applications to deal with a wide range of IT applications which are highly time driven.
  • Ability to work under pressure, dealing with changing and frequently competing priorities to tight deadlines.
  • Able to prioritise and manage own work and those of the team
  • Tact, diplomacy and emotional intelligence.
  • Experience of influencing a range of stakeholders and shaping good management practice.
  • Ability to analyse complex information and workforce trends to identify key concerns and develop potential solutions.
  • Well-developed sensitivity to stakeholder relationships with a constructive yet strong approach to challenge.
  • The ability to provide comprehensive senior reports related to workforce information and other identified projects
