Job overview

Stakeholders, to drive productive collaboration and effective forward planning to manage non-pay activity. Reporting to the Head of Procurement, the Senior Procurement Manager will provide procurement expertise to stakeholders within the Client organisations: advising on successful contracting within the context of public procurement regulations and the Trust’s internal regulations and policies.

The post-holder will be an integral part of the team working with managers/clinicians to develop procurement strategies for agreed categories of spend and to identify opportunities for the achievement of directorate savings. In addition, the successful candidate will take responsibility for a portfolio of contracts and conduct procurement exercises within the Either Clinical or Corporate / Estates & Facilities Division across the two NHS Trusts. 

Main duties of the job

The candidate will hold an appropriate Professional Procurement qualification: for example, Chartered Institute of Procurement and Supply Professional Diploma (MCIPS). Alternatively, a degree in a business-related subject and/or have equivalent experience; and be able to evidence continued professional development including operating within PCR2015 Regulations.

The candidate will have a flexible approach when fulfilling duties in an environment where urgent requests are common, though ensuring a safe, best value for money; comprehensive high-quality service is provided whilst managing a busy and demanding workload.

The candidate should be able to demonstrate excellent communication skills as the role will involve detailed, complex, confidential Procurement issue discussions, together with relevant statutory financial and procurement regulations, with both NHS staff as well as suppliers.

The successful candidate will be an innovative individual with exemplary relationship management skills, who is capable of developing and leading a strategic sourcing programme for constituent organisations and ensuring a commitment to a high-quality service and continuous improvement. The role also requires leadership, development and management of a procurement team working to satisfy stakeholder requirements, producing high quality work, on time and in line with the organisational Standing Financial Instructions of the client organisations.

Detailed job description and main responsibilities

Relationship manager for specific Customers; pro-actively engage and work in partnership with key strategic stakeholders to understand their business requirements and tailor services to meet their needs.  Actively promote and market procurement, developing innovative and best value service solutions.

Develop and lead a strategic sourcing programme for specific Customers in the Gloucestershire Health Community; meeting Customer requirements by demonstrating best value for money, through compliance with Customer priorities and contracts and by actively managing the market place through development of key strategies for supplier and contract management.

Leadership of Divisional/Customer teams providing strategic direction and ensuring performance targets (including savings) are achieved and exceeded.  Coach, mentor and support staff development.

Manage and deliver multiple and very complex, strategically critical contracts, providing professional and commercial advice, communicating with other Trusts and agencies and co-ordinating contractual activities.
 
Pro-actively identifying opportunities for synergistic collaborative opportunities.

Department-wide responsibilities for areas such as defining policies and procedures and co-ordinating responses to DoH requests.

Support the Head of Procurement in formulating the overall PSS strategy and deputise for the Head of Procurement from time to time on specific areas covered by remit.

Qualifications

Essential criteria
  • GCSE Maths & English, grade C or above (or equivalent)
Desirable criteria
  • Chartered Institute of Procurement & Supply Diploma (MCIPS), or degree in business-related subject, or equivalent work experience
  • MBA or MSC in Procurement / Supply Chain or equivalent qualification and/or work experience
  • Qualification in Leadership and Management, ILM lv5 or equivalent

Experience

Essential criteria
  • Working in a Procurement function or equivalent/relevant experience
  • Developing and delivering Savings and Improvement plans or equivalent/relevant experience
  • Delivering Procurements within the Public Contract Regulations or equivalent/relevant experience
Desirable criteria
  • Responsibility for managing complex tenders or equivalent/relevant experience
  • Experience of managing staff or equivalent/relevant experience

Knowledge / Skills

Essential criteria
  • Basic management/supervision training or equivalent experience
  • Excellent numerical and analytical skills
  • Excellent interpersonal and communication skills with the ability to influence and negotiate where necessary
  • Ability to prioritise a wide range of competing priorities of own workload and that of the team.
Desirable criteria
  • Knowledge of Contract Law and Commercial negotiation training or equivalent experience
