The post holder will support the cancer services management team to drive strategic, system wide transformation and change in order to deliver national cancer constitutional waiting standards

To support in operational delivery of services within Cancer Services (Nursing, MDT team, Prehabilitation, Rapid Diagnostic Services)

The post holder will have delegated general management responsibility for areas within the cancer services management team.

The post holder will support the cancer services management team to drive strategic, system wide transformation and change in order to deliver national cancer constitutional waiting standards

The post holder will need to establish immediate credibility within the organisation and be able to develop and maintain effective working relationships at operational and senior management levels.

The post holder will promote the consistent and effective use of management tools and methodologies through their own work across the Division and with stakeholders across the Trust.

The post holder must be able to effectively interpret and understand complex data and information to inform decision making processes.

The post holder will have a key role in maximising the quality and effectiveness of the use of resources within specific departments of the Division, through the implementation of service and process improvement initiatives.

Key Dimensions and Main Responsibilities

Productivity and Efficiency

- Support operational delivery of national cancer targets, with the clinical leads and modern matrons.

- To provide frontline day to day management of PTL for the division. To ensure that appropriate management systems are in place to provide accurate validated data quality.

- To develop business proposals and assist the General Manager in the implementation of business plans, operational strategies and delivery of both Trust and Cancer Alliance objectives

- To redesign, develop and implement new processes within the Trust to improve patient pathways, access and quality of care.

- To work with clinical and non-clinical teams across the Division/Corporate Service to deliver challenging transformational change resulting in improvements in efficiency and productivity.

- Produce regular, meaningful report status updates for a variety of audiences both internal and external, presenting these at Service Line/Trust meetings.

- To provide formal written performance management reports to specific Directorate groups and appropriate Operational Forums, on progress with the implementation of service and process improvement initiatives

- Act as a central co-ordination point for colleagues across the Division, to provide information and guidance on CWT guidance

 -Review and quality assure all operational report outputs against plan.

- To lead or participate in relevant internal/external working groups/projects and initiatives which may involve complex, sensitive, political issues including implementation of National Service Frameworks, NICE guidelines, Trust and ICS objectives.

 -To challenge, in a positive manner, current working practices, promoting a culture of continuous improvement.

Strategy and Development

- To undertake research and audit activity/peer review analysis, to inform strategic business change development and operational service planning work within the Division.

- To lead and support on strategy for the Cancer Management service

- To support, as required, as divisional representative for Cancer Services at external stakeholder meetings (e.g. SWAG Alliance, ICS).

Business Management & Budgetary Control

- Co-ordinate and prepare reports for the Service Line TRI with regard to operational management and transformational change programme plans and outputs.

 -Represent the Service Line at internal and external meetings (including Divisional Board) in relation to operational management/transformational change management, as required.

- Analyse performance data to identify areas of slippage and work with operational teams on remedial action plans to resolve.

- To assist with budget management for Cancer Services within the post remit and to work with the General Manager to ensure income, expenditure and cost improvement plans are delivered in accordance with the Trust standing financial instructions and annual performance objectives.

- Management of devolved speciality CIP targets and schemes, working in close relationship with Finance Business Partner.

Leadership/Team Role/Human Resources

- Line management duties relating to recruitment, performance management, appraisal and development of staff within specific areas of the Division/Service Line.

- Well-developed interpersonal, communication, negotiating and influencing skills demonstrated through experience of working in complex demanding systems and environments, including the ability to persuade senior clinicians and managers to adopt new approaches.

- Providing advice, support, leadership and decision making for daily issues within Service Line areas.

- Contribute to the smooth running of the Service Line operational teams by paying close attention to the sharing of information and linking with other Divisional/Corporate colleagues to ensure adherence to required operational delivery outcomes.

- Provide training, advice and support on own role and responsibilities.

- Deliver against objectives, achieving quality outcomes, prioritising own workload, and working to tight deadlines

 -The post-holder is expected to take responsibility for self-development on a continuous basis, undertaking on-the-job and other training and contributing to own personal development plan.

 -As a term of your employment with the Trust, you may be required to undertake such other duties commensurate with your grade/band and/or hours of work at your initial place of work or at any other of the Trust’s establishments, as may reasonably be required of you.

Systems and Products

- To be a system Super User of the Trust Patient Administration System (TrakCare) and related Cancer Tracking/Management Systems

- To have a good working knowledge of Microsoft products particularly Word, Excel, Access, Project and PowerPoint. (including use of hyperlinks, embedding documents etc)

- To be familiar with, and able to work with, the Trust Information Systems including Sharepoint software and support continuous improvement contributions from key stakeholder leads

- Proficient in the use of Internet and E-mail

Governance

- To ensure all aspects of administration within the post remit adhere to the Clinical Governance & Risk and Information Governance and Information Security policy requirements.

Qualifications, Experience and Skills
