The Head of Human Resources (HR) and Organisational Development (OD) will lead the provision of professional, people focused value adding services across Gloucestershire Health and Care NHS Foundation Trust (GHC) through their leadership.

The postholder will work closely with the Deputy Director of HR & OD, Head of Leadership & Organisational Development, the Head of HR Operations and the Recruitment Business Partner on providing expertise to focus on solving operational challenges.

Championing staff involvement and engagement, staff health and well-being, equality, diversity and inclusion, role modelling exemplary civility and values-based leadership across the Directorate, corporately and within the Integrated Care System (ICS).

The post holder will drive strategic HR developments and plans to ensure improved engagement, management and availability of our people across GHC. In doing so the post holder will ensure that a culture of ongoing continuous improvement is embedded, and policies and processes transformed to ensure they support modern, professional workforce practices.

The post holder will be a senior professional at GHC and a key member of the HR Directorate senior team and will work closely and collaboratively with the senior team to ensure the delivery of GHC strategic ambitions and deliver a positive experience for the workforce.

The post holder reports to the Deputy Director of HR and OD and will provide senior leadership and management of the operational HR, Recruitment, Medical Staffing, and Volunteering functions. They will have line management responsibilities of HR Operations, Recruitment, Medical Staffing, Volunteering and support the Deputy Director with line management responsibility for circa 80 wte, (105 headcount) and budgetary responsibility of £6.2m,

The post holder will be required to build strong and effective working relationships with all stakeholders in the development and delivery of the HR agenda including positive partnership working with Trade Union representatives.

The post holder will work closely with Directors, clinicians, managers and staff across the organisation and shape the future delivery of best people employment practices.

Qualifications

  • Educated to Master’s level in a relevant subject or equivalent practical experience in a HR and OD environment
  • Evidence of continuing professional development
  • Full professional qualification Fellow of the Chartered Institute of Personnel & Development (FCIPD) or equivalent
  • Expert knowledge of HR issues and the terms and conditions which govern workforce

Experience

  • Leadership experience of Workforce/HR Teams
  • Delivery of service improvement within People services
  • Evidence of analytical reasoning and effective decision-making skills
  • Possesses an up-to-date knowledge of employment law and appreciates the significance of developments for personnel policy and practice
  • Significant, demonstrable post qualification experience in HR & OD, of which a substantial proportion will have been at senior managerial level Has a broad-based knowledge of employment policy and practice (CIPD codes and recommended ‘best practice,’ public and private sector practice)
  • Demonstrates experience of workforce policy development based on a joint working model
  • Demonstrable experience of successfully communicating complex and often contentious workforce issues to non-HR managers and other staff
  • Project Management experience

Professional/Managerial/Specialist Knowledge

  • Possesses an up-to-date knowledge of employment law and appreciates the significance of developments for personnel policy and practice
  • Demonstrates experience of personnel policy development based on just culture and a joint working / partnership model
  • A highly developed knowledge of the principles of workforce planning, reporting and control
  • Knowledge of current workforce framework and the emerging national workforce strategy
  • Highly developed written and verbal communication skills
  • A wide knowledge of general health service policies and procedures, and knowledge of other public sector finance policies and procedures
