Are you passionate about supporting employees and organisations to increase their human capital through continuous professional development? 

We’re seeking an experienced learning and development professional to join our Organisational Development & Learning department during an exciting period of change, as we cultivate more innovative and effective ways of developing the skills, competencies and qualifications of our workforce.

This is a key role within the Princess Alexandra Hospital NHS Trust, where you’ll work with a diverse workforce to enhance our professional excellence through providing high-quality training through selected partners.

Main duties of the job

·  Provide strong, skilled, professional support and guidance on CPD opportunities to managers and staff.

· Manage the organisations training needs analysis (TNA) includes workforce management, collation and evaluation of completed TNA

·   Liaise with Trust professional leads to ensure CPD interventions align with strategic priorities and the findings of the TNA

·   Review and implement a robust, equitable allocation process

·   Ensure equality of access to CPD monies across the trust is measured and analysed

·   Increase awareness, and commitment to the use of CPD monies by all staff

·  Ensure compliance with NHS England funding requirements through effective use of the CPD portal and maintenance of all databases

·   Monitor planned and actual use of CPD funding and recommend alternative uses for underspent CPD funding to optimise spend within year.

·  Follow the trust scheme of delegation and procurement processes, rationalise suppliers and develop strategic supplier partnerships for any core CPD needs

·   Chair the CPD Governance Group, producing clear, impactful reports on compliance, identifying any trends or areas of focus for the CPD Governance Group; People Committee, and any other Trust Boards and committees as required

We employ 3,500 staff and serve a local population of around 350,000 people living in west Essex and east Hertfordshire, centred on the M11 corridor and the towns of Harlow, Bishop’s Stortford and Epping. Our extended catchment area incorporates a population of up to 500,000 and includes the areas of Hoddesdon, Cheshunt and Broxbourne in Hertfordshire.

Education and qualifications

Essential criteria
  • Educated to Degree level, or equivalent knowledge and experience in a relevant subject or work environment.
Desirable criteria
  • Teaching/Education qualification at level 4 or above, membership of a relevant professional organisation or equivalent knowledge and experience

Experience

Essential criteria
  • Assimilating organisation-wide education and learning needs and organising the delivery to meet those needs
  • Financial management of large budgets with complex spend and reporting requirements
  • Specific specialist knowledge of post-registration education programmes at both clinical and education levels
  • Awareness of the role of education, learning and or organisational development and its contribution to the business
Desirable criteria
  • Experience of working in an acute teaching hospital and/or community services environment at Band 6 or above.

Skills, knowledge and abilities

Essential criteria
  • Excellent interpersonal skills to develop and maintain positive and effective internal and external working relationships.
  • Effective financial skills to manage and control budgets and contracts; prepare estimates and follow procurement rules.
  • Ability to analyse complex and sometimes contradictory information to inform effective action, anticipating and articulating the consequences of potential courses of action
  • Strong written and verbal communication skills - able to present and influence at all levels and build and develop strong trusting relationships.
  • Effective organisational skills to manage own workload, prioritise and delegate work to meet deadlines and targets.
  • Effective negotiation skills to provide a range of options for dealing with problem resolution together with the ability to demonstrate tact and understanding when dealing with sensitive issues
  • Ability to analyse situations, use judgement and make relevant decisions
  • Expert digital skills including MS Suite, and knowledge of the NHS CPD portal and learning management systems gained within a learning environment, or similar.
  • Team-oriented and able to communicate easily to people at all levels.
