People Systems Manager

Job overview

Accountability for the People Systems, which includes:
1. Project manage the implementation and operation of a new People (HR)
Information System (HRIS) across the business, ensuring our people information meets our business needs and is cost-effective
2. Project manage the implementation and operation of the new Learning 
Management System (LMS). Lead on, train, facilitate, manage, and promote the ongoing development of the LMS. Work across the organisation to implement any new functional changes relating to this, to build on current capacity and/or to develop new functionality. You will manage, continually develop and maximise the value of the LMS and eLearning portfolio. This involves the implementation of an upgraded LMS system and the ongoing provision of support, training and reporting to internal stakeholders across the business.


You will administer the LMS’ online systems to maintain records of both 
compliance and quality training, revalidation, and qualification records. In addition, you will play a lead role in developing and creating engaging, high-quality eLearning that is ambitious for colleagues and people we support across the organisation. 

You will assist the Director, Talent and Learning and senior team with the delivery of strategic goals relating to People

Main duties of the job

 Maximise the utilisation of the People systems to automate standard 
processes and oversee the daily operation
• Design manuals and document data processing procedures
• Ensure new hires information is entered/updated correctly, including contact 
details and job titles
• Ensure compliance with GDPR and other data protection regulations
• Research vendors and implement new integrations as needed
• Build strong relationships with operational colleagues at all levels in order to 
identify and define LMS and eLearning development priorities, so that the 
needs of people we support are effectively met 
• Develop data sets and reporting to support the evaluation and quality 
assurance of learning and development programmes, and to demonstrate 
their impact on the people we support

Detailed job description and main responsibilities

• Create user friendly, online structures for learning frameworks such as 
Professional Development Portfolios, colleague induction, the Care Certificate and qualification courses
• Design presentations and materials and deliver engaging training to managers and administrators in the effective use of the LMS system
• Create and maintain user friendly LMS and eLearning resources including guidance aids, presentations and videos
• Oversee the LMS helpdesk function and provide support and guidance to 
internal and external stakeholders, including answering queries and providing initiative-taking assistance to resolve issues raised
• Be accountable for the LMS team function and build a collaborative, mutually supportive and high performing team
• Lead on upgrades to the LMS, producing and delivering to a project 
management plan on time
• Develop, implement, manage and update the Learning Management System and its additional linked and embedded resources
• Provide timely, accurate and relevant LMS reports for managers and directors, as requested
• Consult with internal and external subject matter experts to develop high 
quality and sector-leading eLearning, which is ambitious for staff and for the people we support

Qualifications

Essential criteria
  • Educated to degree level with a postgraduate or equivalent level of experience and knowledge
  • Continuing CPD
Desirable criteria
  • CIPD
  • ICDL Qualification
  • Project management qualification

Experience

Essential criteria
  • System administrator/manager for a large, complex database (preferably an LMS and or HRIS) in a large, complex organisation
  • Proven ability to manage projects in a complex organisation
  • Understanding of data protection regulations like GDPR
  • Experience in managing people
Desirable criteria
  • Experience using Access, ESR and Totora
