The newly created position of Estates Manager responsible for the Trusts Southern locality will be an integral part of the senior leadership team and play a key role in the further development and improvements of the services we offer.

This is more than a technical role; you will need to be passionate about leadership and have the ability to engage people in your vision and take them on a journey.

Main duties of the job

The post holder will be responsible for the management of an efficient, cost effective, engineering/building maintenance and repair service for the North Yorkshire, York and Selby NYY&S care  groups within the Trust.

In conjunction with other disciplines within the Directorate, provide a suitable, safe, and compliant environment and infrastructure in which to deliver healthcare.

Identify estates related risks to ensure that all relevant risks are identified, and actively managed as per the Trust’s Risk Management Strategy.

Trust duties as the Responsible Person / Nominated Person / Authorised Person across numerous Statutory roles including Asbestos and Legionella etc. Reports directly to the Head of Estates.

In relation to engineering/building services, the post holder will also be responsible for the procurement, preparation, including feasibility studies, of designated capital schemes as the need arises.

The post holder will also be required to provide technical and managerial support to the Head of Estates, with specific responsibility for the effective and efficient management, procurement and control of engineering/Building services, design and installation criteria with respect to designated capital/minor works schemes and Estates condition surveys.

The post holder will assist the Head of Estates throughout the whole range of Estates functions with specific responsibility for engineering & Building statutory compliance.

Detailed job description and main responsibilities

To assist the Head of Estates in ensuring the building and engineering services are designed, installed, and correctly maintained in a safe, efficient and cost-effective manner and in accordance with all relevant guidance, thereby ensuring/delivering/achieving good standards of patient care across all sites.

Communicates in a way which recognises difference and ensures that people feel included and their individual communication needs are met.

As required in the investigation of building defects and routine servicing this will on occasion require manual handling and exposure to highly unpleasant conditions, i.e. lifting manholes and heavy equipment and exposure to materials contaminated with body fluids and other process effluents.

Contribute to the maintenance programmes of work determining priorities and resources.

Accountable for the compliant delivery of the reactive breakdown/maintenance service and out of hour’s service provision in an efficient and cost effective manner.

Manage all projects to comply with statutory health and safety policy documentation and the compliance with CDM Regulations and enforce as necessary, compliance by contractors undertaking work on Trust premises.

Personal duty of care to complete time sheets, mileage forms, expense claim sheets etc., accurately and in a timely manner, providing receipts as required.

Monitor quality and standard of works in accordance with contract drawings, specifications, and manufacturer’s standards, professional and recognised standards of the respective trades.

Responsible for assisting in the training of apprentices and semi-skilled staff in own specialist field and that this knowledge is cascaded through the dept. to all required staff.

Undertake the role of Authorised Person for roles including but not limited to; asbestos, legionella, electricity at work and pressure systems, including compilation of policies and procedural documents.

Partake in Continuing Professional Development by attending appropriate seminars, courses, websites and researching relevant literature.

Qualifications

Essential criteria
  • Degree in an Engineering or Building discipline or working towards the qualification
  • To be a member of a professional organisation.
  • In depth managerial, financial and strategic knowledge
  • Specialist knowledge of working within an Estates department
  • Expert knowledge in achieving statutory compliance
Desirable criteria
  • Authorised Person Ventilation
  • Authorised/Responsible Person Water
  • Authorised Person Low Voltage
  • Postgraduate qualification in Engineering or Building discipline
  • Authorised Person Confined Spaces
  • Authorised Person Working at Heights
  • Experience of managing a multi-skilled workforce and external contractors

Experience

Essential criteria
  • Significant management experience of contract works and/or direct labour workforce for engineering/building maintenance to masters level equivalent.
  • Working experience in procurement of engineering/building design schemes / projects and overseeing all aspects of the projects.
  • Experience in management.
  • Development and implementation of Estates policies and procedures.
  • Emergency planning experience.
  • Management of budgets and meeting specified targets
Desirable criteria
  • Experience working in an NHS environment and the management of Planned Preventative Maintenance systems.
  • Experience working with Energy/Building Management systems.

Skills

Essential criteria
  • A thorough working knowledge of all aspects of engineering maintenance/installation work.
  • Team leader with ability to lead and co-ordinate full maintenance team and act as focal point for all contract/maintenance related issues.
  • Knowledge in the procurement, design and specification of engineering building services.
  • AutoCAD conversant, Conversant with CDM Legislation. Excellent written and verbal skills.
Desirable criteria
  • Experience of Information Communications Technology systems.
